  Guideline and policy news

  • Following a "stop-gap" discussion, six users have temporarily been made interface administrators while discussion is ongoing for a more permanent process for assigning the permission. Interface administrators are now the only editors allowed to edit sitewide CSS and JavaScript pages, as well as CSS/JS pages in another user's userspace. Previously, all administrators had this ability. The right can be granted and revoked by bureaucrats.

  Technical news

  • Because of a data centre test you will be able to read but not edit the wikis for up to an hour on 12 September and 10 October. This will start at 14:00 (UTC). You might lose edits if you try to save during this time. The time when you can't edit might be shorter than an hour.
  • Some abuse filter variables have changed. They are now easier to understand for non-experts. The old variables will still work but filter editors are encouraged to replace them with the new ones. You can find the list of changed variables on mediawiki.org. They have a note which says Deprecated. Use ... instead. An example is article_text which is now page_title.
  • Abuse filters can now use how old a page is. The variable is page_age.

  Arbitration

  • The Arbitration Committee has resolved to perform a round of Checkuser and Oversight appointments. The usernames of all applicants will be shared with the Functionaries team, and they will be requested to assist in the vetting process. The deadline to submit an application is 23:59 UTC, 12 September, and the candidates that move forward will be published on-wiki for community comments on 18 September.

bot treatment of French guillemetsEdit

I suggest that you modify your bot so that, at least, when converting guillemets («, ») into quote marks ("), it remove the space (ideally a hard space) that comes after an opening « and before a closing ».

However, I do believe that a quotation of a French text that uses guillemets should be transcribed faithfully and not be converted to what is for the text a foreign usage. Page movesEdit

Thank you for closing the RM discussion at Talk:Bukovac, Novi Sad. Just a note that in situations that require a series of moves (like A -> B and then C -> A), it's usually best if all are performed at the same time. When Bukovac was moved to the new title and the leftover redirect was tagged for deletion, then – until an admin comes around to delete the redirect and perform the second move – there will be a disruption for readers who land on that page: the link to the moved article is difficult to access because of the enormous deletion tag, and the dab page is not accessible at all. And in the meantime, it's likely that the bots that patroll for double redirects might "fix" the incoming redirects, sometimes with undesirable results (as here). In these situations, it's probably a good idea to only close the discussion and then request both moves at WP:RM/T. Or alternatively – and that's probably better – you can request the page mover user right and then you'll be able to perform these moves yourself. – Uanfala (talk) 15:31, 5 September 2018 (UTC)

You're right that I shouldn't have made the partial move. I'm puzzled, though, because my moving A to B worked, and then I couldn't move C to A. Normally, you can move pages over a redirect if the redirect has only one revision, which it did (unless of course if one of the pages is move-protected). When I moved A -> B, A was a one-revision redirect I had just created, so I don't understand why my C -> A move didn't work. L293D ( • ) 15:51, 5 September 2018 (UTC)
Oh, I see – so you were probably already aware of everything I wrote above. To answer your questino, a move over a redirect will only work if the redirect has no more than one revision (as you said) and it is targeted to the page being moved. So, if A is a redirect to C, then you can move C over A, but you can't make that move if A redirects anywhere else. – Uanfala (talk) 16:21, 5 September 2018 (UTC)

Need to speak to youEdit

You rejected my article about the artist Martial Roumain because it did did not have independent references. However, at that time it already had two independent references from a newspaper and a web site. Since then I added two new independent references from the IBDB database and Playbill. Many Wikipedia entries have less references but are published (I may provide you with many links if you wish). Furthermore, all the pictures I submitted seem to have been taken away with no explanation whatsoever. They are not copyrighted material and I can prove that I can use them. Could you please take a new look at the article, restore the pictures, and approve it for publication if there are no other problem.

Please don't do this again. I don't doubt your good faith, but you really should put more thought into fulfilling the requests of blocked editors. Neither the block log nor the notice you left on their userpage specified the recommended minimum unblock condition, so you really should have left it to the requested user -- the blocking admin -- to assess the request. Your own earlier opposition to the block casts this in a possibly negative light, and while I don't think it was a deliberate attempt to undo the editing restriction on your part, I suspect the majority of Wikipedians would not see it this way. The blocked user was actively wikilawyering about how he shouldn't be TBANned from food topics. There was a strong consensus they needed to be blocked for violating the ban they were already subject to, and he was arguing that he couldn't be blocked as it would look like he was blocked for the food stuff. There was a weaker consensus for a TBAN from food. He was then blocked, and the blocking admin set a recommended minimum unblock condition, but did not include this in the block log, probably assuming that it would be obvious from the block notice. The blocked user then pinged the admin and requested their page be blanked. The blocking admin probably would have considered the request in light of the nature of the block notice and the block log (the latter of which only admins can modify), but before that happened you jumped in and fulfilled the blocked user's unreasonable request to the letter, removing the recommended unblock condition from view. This is inappropriate, as you are not able to edit the user's block log to make the unblock condition visible anywhere else.
And, perhaps most importantly, you did not, apparently, stop and ask yourself why the editor was asking for their user talk page to be blanked, something they could have done themselves. Blocked editors are not allowed blank failed unblock requests, and, in the same spirit, it seems like a reasonable extrapolation that they are not allowed blank recommended unblock conditions set by the blocking admin. By jumping in and doing it for him, you helped him circumvent this, and even if you were an admin with the theoretical ability to compensate for this by modifying the block log, you would be WP:INVOLVED because you opposed the block to begin with, with a counter-policy argument that essentially amounted to saying that making some unspecified good edits is a justification for ignoring editing restrictions, an assertion that is pretty offensive to WP:HERE editors who have been subjected to editing restrictions and have diligently abode (abidden?) by them while making thousands of indisputably good edits.

Participants in an RM are always free to propose alternative titles other than the one listed in the nomination, and if the closer feels that such an alternative title has gained consensus then they are free to close it as moved to that other title. Hello L293D - I have just been to the the page move review page as suggested by Amakuru - and the page says to try to deal with the matter with the page move closer which is yourself. As you suggested your move could just be undone but this was 'outlawed' by Amakuru who was not the closer - could you in fact undo the move. I would like the page move proposal to go back to as it was - helminths to helminth and if somebody else wants to suggest a page move from helminth to parasitic worm then they could do this. I see you've already reverted the addition of Category:Irish Roman Catholics to Leo Varadkar, but please note it shouldn't have been added per WP:BLPCAT - religion should be both self-identified by the person and the person should be notable for their religion. Yes, I think there was consensus to move. There were 4 supporting the original proposal, 3 supporting an alternative proposal, and 1 supporting the original and opposing the alt. I know that's not really consensus, but either 1) the page wasn't moved at all, or 2) moved to the original proposal, or 3) moved to the alt proposal. The consensus was 0-5-3. That is usually what it means when redirects are suppressed, yes. It's pretty normal. You don't notice them because we handle them without much fuss, because otherwise it defeats the purpose.   • Partial blocks should be available for testing in October on the Test Wikipedia and the Beta-Cluster. This new feature allows admins to block users from editing specific pages and in the near-future, namespaces and uploading files. You can expect more updates and an invitation to help with testing once it is available.
  • The Foundations' Anti-Harassment Tools team is currently looking for input on how to measure the effectiveness of blocks. This is in particular related to how they will measure the success of the aforementioned partial blocks.

I just changed the time of launch and landing of the Soyuz MS-10 based on the published to-the-second time on various reputable forums like NASASpaceflight.com where they collect as much data as they can about spaceflight missions and there's always discussions about them. Based on the launch time and the duration of the mission I then inferred the landing time. The edit was removed because I didn't added a source but there were two reasons for this: First, I'm not very used to do very complex things on wikipedia, I usually edit what I can and then wait for others to look fo the resources and link them on the pages because I don't know very well how to do it. Second, even if I knew how to do it I didn't know how to explain how it is taken the info and all of that, I know there are well written articles out there where there's a section specifically for that but, again, I'm not really good at editing here so I just thought "ok, I'll change this, maybe someone will think about this". I hope you can understand this and correct anything if there's a need for that. Thanks for at least noting what the problem was on the history page of the article, it was helpful :)

Unattributed cut, paste and translation of articles from other language WikipediasEdit

Some time back I had to draw your attention to the requirement to acknowledge others work if you translate a page from another language wikipedia by placing a translated page template on the English language page you had created. This was on French submarine Redoutable (Q136) French submarine Ajax (Q148) and German torpedo boat Albatros, the first two being copied from French wikipedia and the last one from German wikipedia. I now see you have recently created a number of further articles on French submarines and submitting some of them for B class review. However on checking Requin-class submarine I have discovered that the prose is copied from the Polish wikipedia entry pl:Okręty podwodne typu Requin again without attribution. A cursory check has revealed similarities between other original articles on Polish wikipedia and pages you have created on English wikipedia. I have added the requisite edit summary on the article and template on the talk page for the Requin class submarine, will you kindly do likewise on the other articles you have copied and remember to do so at the outset on any other articles you copy across in the future Lyndaship (talk) 14:31, 1 November 2018 (UTC)

French submarine classesEdit

{{Armide class submarine}} says it was preceded by Diane class. I'm guessing that was Diane-class submarine (1916), but that claims to be succeeded by Dupuy de Lôme rather than Armide. The other alternative is Diane-class submarine (1930), but that claims to be succeeded by Orion which in turn was succeeded by Diane again. @Certes: yes, there is a lot of confusion around submarine class succession. Nowadays, classes are explicitly retired and new ones are commissioned and its easy to tell. But especially for 1900-1950 French submarines, there is a lot of confusion because some classes were ordered before but commissioned after another class. And the pressing into service of German submarines doesn't help in the confusion either. However, I have access to Submarines: An Illustrated History of Their Impact, by Paul E. perhaps you would can verify if they do and save the DYK. There are a couple of other factual errors in the article which I will try to resolve later today. I disagree that editors with interest in Pakistani entertainment are very few. There are hundreds if not thousands of notable Pakistani actors and actresses and it is just normal for it to take several years before an article is written on them. And to get back to this redlink thing, if there really are "few" editors with an interest in Pakistani entertainment, then it is still better to leave it a redlink to encourage them to create an article. Pom-pon is a word, and is the original name of the fluffy balls so named, and the naval apparatus named after them. Apparently, over the years, so many people have used the term pom-pom (incorrectly), it has now become "correct". This is similar to the drift of "media", for example, from plural to singular.

As these incidents have shown, these concerns are not pure fantasies.

Less good news, and an appeal for some help

The backlog is now approaching 5,000, and still rising. There are around 640 holders of the NPR flag, most of whom appear to be inactive. The 10% of the reviewers who do 90% of the work could do with some support especially as some of them are now taking a well deserved break.

At #1 position, the Community Wishlist poll closed on 3 December with a resounding success for NPP, reminding the WMF and the volunteer communities just how critical NPP is to maintaining a clean encyclopedia and the need for improved tools to do it.   Guideline and policy news

  1. G14 (new): Disambiguation pages that disambiguate only zero or one existing pages are now covered under the new G14 criterion (discussion). This is {{db-disambig}}; the text is unchanged and candidates may be found in Category:Candidates for speedy deletion as unnecessary disambiguation pages.
  2. R4 (new): Redirects in the file namespace (and no file links) that have the same name as a file or redirect at Commons are now covered under the new R4 criterion (discussion). This is {{db-redircom}}; the text is unchanged.
  3. G13 (expanded): Userspace drafts containing only the default Article Wizard text are now covered under G13 along with other drafts (discussion). Such blank drafts are now eligible after six months rather than one year, and taggers continue to use {{db-blankdraft}}.

  Technical news

  • Starting on December 13, the Wikimedia Foundation security team implemented new password policy and requirements. Privileged accounts (administrators, bureaucrats, checkusers, oversighters, interface administrators, bots, edit filter managers/helpers, template editors, et al.) must have a password at least 10 characters in length. All accounts must have a password:
  1. At least 8 characters in length
  2. Not in the 100,000 most popular passwords (defined by the Password Blacklist library)
  3. Different from their username
User accounts not meeting these requirements will be prompted to update their password accordingly. More information is available on MediaWiki.org.
  • Blocked administrators may now block the administrator that blocked them. This was done to mitigate the possibility that a compromised administrator account would block all other active administrators, complementing the removal of the ability to unblock oneself outside of self-imposed blocks. A request for comment is currently in progress to determine whether the blocking policy should be updated regarding this change.
  • {{Copyvio-revdel}} now has a link to open the history with the RevDel checkboxes already filled in.

  Miscellaneous

  • Accounts continue to be compromised on a regular basis. Evidence shows this is entirely due to the accounts having the same password that was used on another website that suffered a data breach. If you have ever used your current password on any other website, you should change it immediately.
  • Around 22% of admins have enabled two-factor authentication, up from 20% in June 2018. If you haven't already enabled it, please consider doing so. Regardless of whether you use 2FA, please practice appropriate account security by ensuring your password is secure and unique to Wikimedia.

See the third bullet point in the general rules section of WP:WC/SCO. FYI, the work that you've been doing on HMS Safari during its GAN this year would likely qualify as you've done far more on that nomination than you did on either of the other two, neither of which had more than 3 edits by you in 2019. Removing date dabsEdit

Bit concerned by this as I don't think you have access to Colledge and in particular Vol 2 of the UK edition which lists requisitioned ships. For instance there was a Shalimar which was a requisitioned yacht, she might have been referred to officially as HMY Shalimar but might be HMS in some sources. I've just gone through Vol 2 checking all the names. Other than Shalimar the only names which could be have been previously used are Spark, Stoic and Surf. I very much doubt anyone will ever write an article on any of these or construct a ship index for them so I don't propose to redab them. I regret to inform you that it has become more than obvious that you are not paying any attention to the edits made to these articles between when you nominate for GA and they are passed. You persist in using the submarine's name constantly, rarely substituting a pronoun or a phrase like "the boat" or "the submarine" to keep the reader's attention, preferring rather to put him to sleep with the constant repetition of the boat's name. You may not be aware that submarines are traditionally called boats, rather than ships; it's just one of their idiosyncrasies and is perfectly appropriate for use. You often fail to link a ship's type on first use and sometimes overlink terms in your articles. This script, User:Evad37/duplinks-alt, will automate the process of finding overlinks for you.

My feeling is that you are cranking these articles out as fast as you can, intent on accumulating DYKs and GAs. I urge you to slow down and work on improving the quality of the articles as much as you can before you nominate them. Do a comparison of your last half-dozen or so articles from when you nominated them and when they passed; there is much material there from which you might profit in terms of your writing. You will save yourself and your reviewers much time and aggravation by not doing the same old things again and again, all of which need the same fixes, over and over. If you continue on your current path, I fear that you will become known as an editor intent on the number of their "gongs" rather than the quality of their writing and I think that you can do better than that.--Sturmvogel 66 (talk) 16:45, 26 January 2019 (UTC)

You are racking and stacking the GANs for these boats, but you should seriously spend some time reviewing other people's nominations. A long long time ago a professional voice artiste known for voicing Beast Boy in both Cartoon Network's Teen Titans and its humour spinoff Go who answers the name of Gregory Michael Cipes (yes it rhymes with stereotypes) released a reggae pop album titled the Conscious Revolution with his bandmates informally dubbed "the People."

There were eighteen songs combined with a total running time of 69:44 or 1 hour 9 minutes and 44 because the closing and title track clocks at a WHOPPING twelve minutes and forty two seconds!

One of the songs was a collaboration with former Disney heartthrob Jesse McCartney and therefore his only appearance on any album released independently.

  Technical news

  • A discussion regarding an overhaul of the format and appearance of Wikipedia:Requests for page protection is in progress (permalink). Template:Did you know nominations/HMS Splendid (P228)Edit

L293D, you recently moved this nomination from the main section of the DYK Approved page to the special occasions section. There are two issues with the move: first, special occasions are supposed to be for up to six weeks out from the nomination date, and this was nearly twelve, and second, the nominator is supposed to request that the nomination be considered eligible to be a special occasion, which is usually granted (though sometimes not, as sometimes requests are tenuous or not at all special/significant), and a reviewer does the move.

In this case, since it is so far in the future, I've moved the nomination back to the Approved section. However, there is quite a bit of flexibility in DYK, and if you post a request at WT:DYK, there's a decent chance that the request will be granted. Best of luck. WikiCup 2019 March newsletterEdit

And so ends the first round of the competition. Everyone with a positive score moves on to Round 2. With 56 contestants qualifying, each group in Round 2 contains seven contestants, with the two leaders from each group due to qualify for Round 3 as well as the top sixteen remaining contestants.

Our top scorers in Round 1 were:

  •   L293D, a WikiCup newcomer, led the field with ten good articles on submarines for a total of 357 points.
  •   Adam Cuerden, a WikiCup veteran, came next with 274 points, mostly from eight featured pictures, restorations of artwork.
  •   MPJ-DK, a wrestling enthusiast, was in third place with 263 points, garnered from a featured list, five good articles, two DYKs and four GARs.
  •   Usernameunique came next at 243, with a featured article and a good article, both on ancient helmets.
  •   Squeamish Ossifrage was in joint fifth place with 224 points, mostly garnered from bringing the 1937 Fox vault fire to featured article status.
  •   Ed! was also on 224, with an amazing number of good article reviews (56 actually).

These contestants, like all the others, now have to start scoring points again from scratch. Between them, contestants completed reviews on 143 good articles, one hundred more than the number of good articles they claimed for, thus making a substantial dent in the review backlog. Well done all!

Remember that any content promoted after the end of Round 1 but before the start of Round 2 can be claimed in Round 2. Invitations for collaborative writing efforts or any other discussion of potentially interesting work is always welcome on the WikiCup talk page. Remember, if two or more WikiCup competitors have done significant work on an article, all can claim points. WikiCup 2019 May newsletterEdit

The second round of the 2019 WikiCup has now finished. Contestants needed to scored 32 points to advance into round 3. Our top four scorers in round 2 all scored over 400 points and were:

  •   Cas Liber (1210), our winner in 2016, with two featured articles and three DYKs. He also made good use of the bonus points available, more than doubling his score by choosing appropriate articles to work on.
  •   Kosack (750), last year's runner up, with an FA, a GA, two FLs, and five DYKs.
  •   Adam Cuerden (480), a WikiCup veteran, with 16 featured pictures, mostly restorations.
  •   Zwerg Nase (461), a seasoned competitor, with a FA, a GA and an ITN item.

Other notable performances were put in by   Barkeep49 with six GAs,   Ceranthor,   Lee Vilenski, and   Canada Hky, each with seven GARs, and   MPJ-DK with a seven item GT.

So far contestants have achieved nine featured articles between them and a splendid 80 good articles. Commendably, 227 GARs have been completed during the course of the 2019 WikiCup, so the backlog of articles awaiting GA review has been reduced as a result of contestants' activities. The judges are pleased with the thorough GARs that are being performed, and have hardly had to reject any. As we enter the third round, remember that any content promoted after the end of round 2 but before the start of round 3 can be claimed in round 3. Remember too that you must claim your points within 14 days of "earning" them.

  • XTools Admin Stats, a tool to list admins by administrative actions, has been revamped to support more types of log entries such as AbuseFilter changes. Two additional tools have been integrated into it as well: Steward Stats and Patroller Stats.

  Arbitration

  • In response to the continuing compromise of administrator accounts, the Arbitration Committee passed a motion amending the procedures for return of permissions (diff). In such cases, the committee will review all available information to determine whether the administrator followed "appropriate personal security practices" before restoring permissions; administrators found failing to have adequately done so will not be resysopped automatically. All current administrators have been notified of this change.
  • Following a formal ratification process, the arbitration policy has been amended (diff). Specifically, the two-thirds majority required to remove or suspend an arbitrator now excludes (1) the arbitrator facing suspension or removal, and (2) any inactive arbitrator who does not respond within 30 days to attempts to solicit their feedback on the resolution through all known methods of communication.

German torpedo boat AlbatrosEdit

Congratulations on German torpedo boat Albatros becoming a featured article, a feat that it achieved on 27th April.

Round 2 of the WikiCup finished on April 28 so this FA was eligible to score points in Round 2 but not in Round 3, which effectively starts on 29 April. Getting an article to FA is quite tough and as a WikiCup judge I would not want to deprive you of your points unnecessarily. Was there any particular reason why you failed to submit it in time? WMF at work on NPP Improvements

Niharika Kohli, a product manager for the growth team, announced that work is underway in implementing improvements to New Page Patrol as part of the 2019 Community Wishlist and suggests all who are interested watch the project page on meta. Two requested improvements have already been completed. These are:

  • Allow filtering by no citations in page curation
  • Not having CSD and PRODs automatically marked as reviewed, reflecting current consensus among reviewers and current Twinkle functionality.
Reliable Sources for NPP

Rosguill has been compiling a list of reliable sources across countries and industries that can be used by new page patrollers to help judge whether an article topic is notable or not. At this point further discussion is needed about if and how this list should be used.   • An RfC seeks to clarify whether WP:OUTING should include information on just the English Wikipedia or any Wikimedia project.
  • An RfC on WT:RfA concluded that Requests for adminship and bureaucratship are discussions seeking to build consensus.
  • An RfC proposal to make the templates for discussion (TfD) process more like the requested moves (RM) process, i.e. "as a clearinghouse of template discussions", was closed as successful.

  Technical news

  • The CSD feature of Twinkle now allows admins to notify page creators of deletion if the page had not been tagged. The default behavior matches that of tagging notifications, and replaces the ability to open the user talk page upon deletion. You can customize which criteria receive notifications in your Twinkle preferences: look for Notify page creator when deleting under these criteria.
  • Twinkle's d-batch (batch delete) feature now supports deleting subpages (and related redirects and talk pages) of each page. The pages will be listed first but use with caution! The und-batch (batch undelete) option can now also restore talk pages.
