Nope, you certainly did not start the draft -- looks like you made it a redirect in 2014 to Ukichiro Nakaya. In 2018 someone wrote an unreferenced article on top of the redirect; then someone else moved that into draft space, where it languished unloved until the headsman came with the axe.
