Measure HLA, also known as Healthy Streets LA, was a referendum approved by voters in Los Angeles in 2024. The measure requires the Los Angeles Department of Transportation to implement improvements to streets as outlined by the Los Angeles City Council in their 2015 mobility plan whenever 660 feet or more of a street is repaved.

Measure HLA received a wide base of support, including City Controller Kenneth Mejia and the local urbanist activism group Streets For All, the latter of which planned to spend $2 million in support of the measure. Major opposition to the measure came mostly from the local firefighters union.
