Police General (Ret.) Prof. Dr. Budi Gunawan, S.H., M.Si., Ph.D. (born 11 December 1959) is the Chief of the Indonesian State Intelligence Agency (BIN) since September 9 2016, and is also the General Chairman of the Indonesian E-Sports Executive Board (PB ESI).[1][2][3][4] Before serving as Chief of BIN, he served as Deputy Chief of Indonesian National Police accompanying National Police Chief Badrodin Haiti and Tito Karnavian.[5] He is the second member of the police officer after Sutanto to lead the State Intelligence Agency.[6]

Education and Early Career edit
Gunawan's journey began when he graduated from the Indonesian National Police Academy in 1983.[7] He continued to excel in both Polri (Indonesian National Police) and general education, managed to become the best graduate in Police Staff and Leadership College/Sespimpol (1988) and National Resilience Institute/Lemhannas (2005) training programs.[7] These prestigious programs helped hone Gunawan's skills in law enforcement and national security.
His academic pursuits culminated in a Summa Cum Laude distinction in the law doctoral program at Trisakti University.[8] This commitment to education and academic excellence is a cornerstone of Gunawan's career and has informed his approach to public service.
Distinguished Police Career edit
As an officer in the Indonesian National Police, Gunawan held various key positions that allowed him to influence and shape the institution. His roles included Head of the Career Development Bureau, Head of Advanced Officer School, Head of Jambi Police, Head of Division of Legal Development, Head of Division of Professional and Security, Head of the Bali Police, and Head of the National Police Education Institute.[7] In recognition of his contributions, he was appointed Deputy Chief of Police.[7]
Gunawan's leadership and expertise in the police force did not go unnoticed. He was celebrated as the youngest and most accomplished general in the National Police, and during President Megawati Soekarnoputri's administration, he served as Adjutant to the Vice President (1999-2000) and President of the Republic of Indonesia (2000-2004).[9]
Appointment as Chief of BIN and Overcoming Challenges edit
In 2016, President Joko Widodo nominated Gunawan as the sole candidate for Chief of Indonesian National Police.[10] However, his nomination was met with a significant legal challenge, as he faced allegations of 'fat account' ownership and was made a suspect by the Corruption Eradication Commission (KPK).[11] Despite these obstacles, Gunawan was proven innocent and won in a pre-trial hearing.[12]
Ultimately, President Joko Widodo appointed Gunawan as Chief of the Indonesian State Intelligence Agency (BIN), making him the second police officer to hold this position, after Police General Sutanto.[1][2][6]

Modernization and Transformation of BIN edit
Under Gunawan's leadership, BIN has experienced significant modernization and transformation. He has established new divisions to address emerging threats, such as the Deputy for Cyber Intelligence and the Deputy for Apparatus Security Intelligence.[13][14] Additionally, recognizing the growing threat of viruses and bio-chemical weapons, Gunawan formed the Medical Intelligence division, "Wangsa Avatara".[15] This specialized division focuses on monitoring, detecting, and responding to biological threats, showcasing Gunawan's proactive approach to addressing complex security challenges.
These divisions have played a crucial role in bolstering Indonesia's intelligence capabilities in the face of rapidly evolving global challenges. Gunawan has also made substantial investments in education and training for intelligence professionals. He has developed the State Intelligence College (STIN) and BIN's Education dan Training Center into world-class institutions.[16] In 2018, in recognition of his contributions to the field, he was appointed as a Professor at STIN, which has since become a Smart Campus, boasting state-of-the-art facilities and a professional teaching staff.[17]
Under Gunawan's guidance, BIN has become more actively involved in supporting government programs and addressing pressing public concerns. Examples of such involvement include handling the Covid-19 pandemic, disaster management, counter-terrorism efforts, and addressing the conflict in Papua.[18][19]
Promoting Unity and Empowering Youth: Asrama Mahasiswa Nusantara and Papua Youth Creative Hub edit
Budi Gunawan's contributions to Indonesian society extend beyond intelligence and law enforcement. As a leader, he has also made significant strides in promoting unity and empowering the country's youth. He was the catalyst of the establishment of the Nusantara Student Dormitory (Indonesian: Asrama Mahasiswa Nusantara, abbreviated as AMN) and the Papua Youth Creative Hub (PYCH), both aimed at fostering intercultural understanding and providing opportunities for growth and development.[20][21]
The AMN is a special dormitory built in educational cities such as Surabaya, Makassar, Manado, Bantul, Malang, and Jakarta.[22] It brings together students from all provinces in Indonesia, creating an environment where students can learn about each other's cultures and backgrounds.[23] This initiative was born out of the recognition that Indonesia's diverse population can benefit from increased interaction and understanding among its various ethnic groups.
With the existence of AMN, it is hoped that racial issues and misunderstandings can be minimized in a pluralistic country like Indonesia. Previously, students from different provinces tended to congregate in hostels exclusive to their own ethnic groups, which limited cross-cultural interactions. AMN aims to break down these barriers and encourage a sense of unity among Indonesian students, fostering a more inclusive and harmonious society.[20]
The Papua Youth Creative Hub is another of Gunawan's works, designed to empower young Papuans and support their growth and development.[24] PYCH is a multifunctional facility that offers various programs and training opportunities for young people in the region. It features an MSME (Micro, Small, and Medium Enterprises) training center, animal husbandry training, food and beverages training, electronics manufacturing and repair workshops, MSME exhibition venues, a multipurpose ballroom for performances, and a photography studio.[25]
PYCH aims to provide young Papuans with the skills and resources necessary to become more independent and successful in their chosen fields. By offering these diverse training opportunities, the hub encourages local economic growth and equips the youth with the tools to contribute to Papua's development.[26]
The establishment of PYCH demonstrates Gunawan's commitment to empowering young people, particularly in regions that have historically faced challenges in terms of development and opportunities. By focusing on fostering talent and nurturing creativity, PYCH serves as a beacon of hope for young Papuans, offering them a path towards a brighter future.
This increased engagement has bolstered BIN's public profile and highlighted the crucial role intelligence agencies play in maintaining national security and supporting government initiatives. By fostering close collaboration with other governmental institutions, Gunawan has ensured that BIN remains a vital component of Indonesia's security infrastructure.

In 2020, Gunawan was appointed General Chairman of the Indonesian E-Sports Executive Board.[4] In this role, he has demonstrated his ability to promote and develop industries beyond the realm of national security, contributing to the growth and success of Indonesian e-sports. His leadership has been instrumental in raising the profile of e-sports in the country, fostering a new generation of talent and enthusiasts.[39]
