I have never wanted to offend you. I do not understand your statement "Then Shiva manipulated the statement starting debate". I have always respected your views. When User:KnowledgeHegemonyPart2 first removed my edits, I waited until I got his agreement before restoring them. I understand that this statement may have been here for 8-10 months, but does that prohibit improvement or discussion? I have not dismissed your arguments as "tiny," nor reverted your edit overriding this discussion despite your promise to edit only if there were no concerns. I have never been rude to anyone and I will never engage in a revert war. I request you to remain civil and respectful and wait until this discussion gives a consensus. Your reply is a bit strange. How does it accurately describe the events as they happened by accusing me of manipulating the statement? We were in the middle of the debate and my objections were not taken care of - I did not venture to think that KnowledgeHegemonyPart2 was okay with my edits until he said so. I simply asked User:Fowler&fowler and User:Nichalp to weigh in to help us resolve the points as it was obvious we were dead-locked. Why say "However, you seem to have taken this further to individual talk pages of f&f and nichalp." when you yourself say that the thread was is open until archived? I welcomed your participation in the debate even after KHP2 had agreed. My talk with him was 2-3 days old. I restored my edit based on KHP2's agreement and the elapse of a respectful amount of time - and when you had not commented yet. When you joined in later, I was only willing to work with you. But you overrode the whole discussion by putting your version in.
Please keep things in perspective - it is hardly useful to mention the Kannada/Telegu debate when at the same time, we were talking most productively and respectfully. There was no heat in our talk. I did not revert your edit nor was I rude to you - I didn't find your action respectful, but I would never go beyond discussion. I think "taking the thread to people who were other wise neutral/not interested" is natural if you and I are seemingly grid-locked, and I read that it is advised by WP:DR and WP:3O. I wanted to talk to you because you made a few comments and an edit that ignored and misrepresented what I was trying to do. This sort of thing is what usually causes problems. The "output" I hoped for was clearing up any misunderstandings between us. I can't honestly say I am satisfied this has happened, but I agree that we should wrap this up and move on. Furthermore, WP:CSD#A7 requires that an article "does not indicate why its subject is important or significant. This is distinct from questions of verifiability and reliability of sources, and is a lower standard than notability."

The A7 criteria only says that e.g. biographies with no (credible) indication of importance may be speedily deleted. That means that an article with "Bob Smith is one of the best Starcraft players in the world" is indeed not a candidate for speedy deletion, but should get a peer review at PROD or AfD, even though he almost certainly fails WP:NOTE. --AmaltheaTalk 21:39, 10 November 2008 (UTC)

My ans is YES I am indian first and then Wikipedian. Actually I joined wikipedia because a year back there was a article in Maharashtra Times that there was a edit war going on between an Indian and a Chines on Indo-Sino 1962 war. While I do not doubt your good faith, I had to delete the image of MV Sirius Star which you uploaded under a fair use claim. The claim was clearly invalid: any photograph of the ship, or even a diagramme, would have the same effect.

Fair use can be claimed when a specific image must be used and an alternative cannot be found; an example if Raising the flag on Iwo Jima, where the image itself is the subject. Fair use cannot be claimed for decorative purposes.

Hi YellowMonkey. I went to your talkpage to ask you why you are relating me with Kokur. To my surprise I found the discussion thread which mentioned that I am blocked! Second in my history. Anyways, please read through below points -
  • I don't know who Kokar is and I am no way related to the user. I did speak once on the thread on Talk:India page but I am definitely not Kokar. If you dug through the archives there I had gone against his/her suggestion of adding IHL to sports section. I am on Wikipedia for quite some years, while this user is a new one.
  • Now coming to network IP addresses, let me explain - I am total layman. I do not understand a word of networking. I work in Cognos Reportnet. I am data warehouse guy with no knowledge of networking. So I am not sure where you check my IP addresses and how all that story of shared IP addresses has come up. Even if I was a guru in networking, I would never do that. In fact, I use gppande as my ID across internet. Be it google mail, yahoo, orkut or Wikipedia. I would never forge my identity. You can check that if you can. I still do not know what is the meaning of sock, puppet and all the networking lingo nor I am inclined to learn them.
  • I edit Wikipedia while at office and also from my home. I have 2 laptops from which I edit Wikipedia - one personal and one given by my company. I use a mobile network device while connecting from personal laptop at home but in office we have fixed network cables on desks. My office IP address never changes because that is what is used during file sharing or doing net meetings. So I know my office IP. I am not sure of my home IP address as I never had a need to check what those digits were. In our office, if the cable is changed, IP address changes. That is my observation because when I connect my laptop from meeting room instead of desk - my IP changes. I am not sure which IP address you had seen common between me and Kokar. If it was my office IP or home IP.
  • Now, there is one thing which I would like to mention. Yesterday, our desks were swapped with one other team while doing sitting rearrangement. I am right now editing from this new desk location allocated to me and this is my new IP address which I am sure you would be able to determine. I do not know if Kokar is somebody from my office only who used this connection prior to shifting and then I came here later, connected the network cable to my laptop and edited WP. Yes, I voted to Rahul Raj encounter from my office. I would check with the team who was sitting here earlier if Kokar is one of them. But since this would be like asking personal details not related to office work I am not sure if I would be able to establish that.

I have put forth all my details open for all to come and read. The earlier block on me was for 3RR but I had done a mistake which I later understood. I learned a lesson from it. Both are documented in a userbox on my userpage. This block is like questioning my character which I hate very much in real life and here too on Wikipedia. I would wait for you to come and reconsider your decision, I am willing to provide any more details if you would like to know to prove my innocence. The current block on me was slapped without having a single word notice to me nor your message explicitly mentioned that. I had to find it out. Clear lack of communication from an admin who worked behind my back and put up a block without even asking me once. I would have surely provided all details earlier too if you had wanted.

If you happen to still keep this temporary block on me - I would say I would make it permanent. I would definitely never log in to WP as this is like questioning my character.   • I too defy User:YellowMonkey's deliberately wrong decisions including bad faith and acting as a WP inspector, misusing check user privileges (revealing their identity to public), lack of communication with users and personal attacks etc., and all those utterly wrong actions by YellowMonkey, many established users have decided to retire/stay away for the time being from WP, including me too. I thought on this over night and decided to try a second unblock request - I cannot quit WP for sure. No matter how much I think of it or get angry over it. I am very much shocked and still hurt that I am getting blocked for such a reason. This is clear case of mistaken identity. I have told my truth above in open and how my new IP address might have been used previously by someone from my company itself. I tried to find out who was sitting here on this desk earlier but later understood that their entire project has shifted to Hingewadi location of IBM Pune which nearly 20 kms from my current location. Neither can I put up a message on Kokar's talk page asking to contact me as I am blocked and Kokar has not enabled email option. I went through Kokar's contribution and yes it looks like we cris-crossed our path a certain times on India page, WP:PINQ and last on Rahul Raj AfD. But I cannot determine the IP address of Kokar. I am stuck and feel suffocated. Not able to understand much of networking has limited me from proving my innocence. Also, surprisingly Kokar has not yet protested the block. Kokar's unblock request would be my best proof of innocence. Clearly there is a need for WP to improve the tools to find out more truth. Anyways, I am NOT going to give up just because a few digits of IP addresses are similar with another user. I have many unfinished work to do - Move my current Sandbox text to create a new article. I have just now finished peer review of List of states and territories of India by population which I want to move to FL status. ITN requires regular updates. There is really lack of contributors there to keep the section rolling. Nagpur has recently seen large scale edits which I have to correct and remove the trivial information. There is so much that I would like to contribute to ITN news of ongoing Mumbai attacks and floods in Chennai right now. Currently I can do nothing under this block.

If you cannot accept my unblock request - tell me how can I prove I am NOT Kokar. Admins have tool to block the user - do I have no tool to prove my innocence? In future what should I do that will prevent such hijack of my IP address? With my past interactions with Gppande, I dont believe that he would ever resort to the use of such a useless sock especially for a AFD like this. The article was not even created by Gppande. I strongly feel that it is just a coincidence and a unintentional mistake and a false alarm by the blocking admin. That is why I put this note here at User_talk:YellowMonkey#Gppande_block on seeing the block log on my watchlist. On seeing this incident , I am also a bit scared . I edit WP both from my home and office networks. Thanks for pointing it out. I would keep it brief. I would like to point here Wikipedia:Sockpuppetry#Incorrect_sock_puppet_accusation which completely applies to me. Wikipedia:Signs_of_sock_puppetry#Deletion_discussions says If any such editor is previously known to frequently propose articles for deletion or comment on deletion proposals made by others, this should be taken into consideration before sock puppetry is suspected. I am regular nominator of CSD and AfD.
But it is possible that two or more individuals may be sharing the same computer or connection, either as family members or roommates living in the same household, co-workers editing from one or more computers in the same office, visitation of a relative or friend (sometimes on a regular basis), students using a school computer, strangers using the same hotspot (such as a cafe or public library), or one who is piggybacking off a neighbor's connection. says Wikipedia:Signs of sock puppetry.
Also, I also acknowledge that I now have read WP:COWORKER which says Checkusers cannot look through the wire to see who uses the computer at the other end. To avoid accusations of sock puppetry, such users may want to make an advance declaration on their user pages. I would definitely put up the declaration if my block is removed. I have also pledged that I would refrain from editing Wikipedia from dynamic IPs as much as possible.

That was yellowmonkey's checkuser finding. I also find it hard to believe a respected user like GPP would involve in such a thing. We would all be glad if it was just a misunderstanding and misinterpretation of the IP findings. As far as I understood this, Kokar belongs to the same organization as I work in and somehow we two used the same network cable. The static IP which YM is pointing might be my office IP from which I edit regularly. The dynamic IP which he is saying maybe the one which I use when I connect from home using Tataindicom plug2surf device. I voted to this AfD from my office IP(which has cost me dearly). We had a shift of desks in office the day I had voted. I had voted from my new desk. I am not sure who was plugged into the cable before I came and occupied the new desk. Had I been able to identify my co-worker I would have been able to prove my innocence. Anyway, that is the policy of WP. I would sit through this jail time and would come back as I cannot be brought down completely just because of a case of mistaken identity. Also, I understood never edit Wikipedia from a dynamic IP. They can be easily shared with your neighbors.
These stupid digits are the only way of identifying a person as Wikipedia does not do personal verifications :-) I wish there could have been personal verification before one could open a account just like ICICI direct or other finance related sites do :-) But I understand it is not possible.
What is bothering me more now is, why YM is not responding to my messages and email. He left a sarcastic message on my talk page and then as if he is laughing this out sitting in a corner after locking me in a room. I also understand that reviewing admins are just following the rule books as they would seldom revert a block. YM clearly needs to learn the importance of communication.
It is good to know there are few other friends who believe I am not wrong. I will not turn them down. I am here only folks not going away - even if I want too - WP is too good a site to ignore. I am giving you some pointers which might clarify doubts in administrators mind.
One possibility:The static IPs sounds like your home and dynamic IPs sound like your work. If so, why would Kokar use the static IP?
Second possibility: Both the static IPs and dynamic IPs belong to work. This possibility should clear your name but raises a few questions though. Did Kokar use your static IP computer which one would expect to belong only to you and be only used by you? Did Yellowmonkey find another static IP or dynamic IPs which were exclusively used only by you (not by Kokar) day after day which should explain your home use. Am i interpreting it right? No - static is definitely office because it never changes. I know because I use this for my office work.
Also, I voted from office for this AfD so I have made a conclusion that Kokar is from my office only. We all mostly have laptops so we can go to any desk and plug in the cable which has static IP and do our work. It just takes less than a min to shift your desk. Just carry your laptop and plug in.

Yes, the two static IPs are from a company, which Gppande works for I guess. Editing there is during weekdays and Indian day time. Kokar and Gppande made edits from the company during this time. Kokar's only other usage of an IP was a dynamic one, also used by Gppande. This occurred in one session, G made some edits and then Kokar made one and Gppande made a few more edits. Nobody was ever allocated this IP again, before or since. Gppande has used about 50 of these, because it changes with every session (every day). All of these are night edits, suggesting editing from home. He has never re-landed on the same IP, and nobody else has even re-landed on any of these dynamic IPs that he has used, so it appears that not many people edit WP on this IP range. Only this one dynamic IP where Kokar overlapped within minutes. The probability of someone editing, logging out of the internet, another person logging into the internet and landing the same exact IP, and then the first person logging back in to the internet and landing on the same IP they were using just earlier, is very small, because nobody else has ever landed a direct hit on his dynamic IPs at all, and because he has never been given the same IP address on different days. Kokar and Gppande also had the exact same OS and browser versions and configurations recorded. My first comment was not meant to be sarcastic. It is only meant to show that I found the data to be conclusive, and I found it hard to see any motivation or rational human behavioural choice that can explain the apparent sockpuppetry. Nice to see your message. You mentioned that we share the same exact OS version and browser version - but that might be case between me and many many others. I always prefer to work on Mozilla and I have Windows XP professional OS for my office laptop. At home I have MS Windows Vista home premium version. I am sure many more editors would be there who would have all these things common with me. Now, you are pointing out to a fact that I and Kokar also shared the same dynamic IP. That has really baffled me as I was thinking that only my new static IP was seen against me. You had initially mentioned that there was a range common between me and Kokar which did not bother me as many more Tata Indicom users from Pune might belong to this range. (See, this block made me learn a lot of network related things!) I agree there is a very slim possibility that Kokar and me might land on exact same IP but was it on same day? Same time? Same article? I would say if ALL THREE are common here I would go to my local police station and file a complaint :-) Seems this Kokar is stalking me. Moreover, I do not find any behavioral similarities between me and Kokar. The AfD on which me and Kokar both voted was very much in news on that day. So it is quite possible that people get on Wikipedia to read about this person.

Yes, Kokar was on the exact same dynamic (after hours) IP during your session which was only a few hours, in between your edits. Each time you log off and log in again you should get a new one. It wasn't the same article though. Most people would assume Kokar is a sock of someone because of how he knows about edit summaries, quizzes and FAs straight away. Also, I just was going through WP:ANI which showed me the Arbitration committee has ruled that evidence that a user is familiar with Wikipedia editing conventions (such as the use of Wikitext markup, edit summaries, and core policies) is, by itself, insufficient basis to treat the user as a sock puppet. Such users might be visitors from a non-English Wikipedia. They may be familiar with our software, though they have not contributed here before. I don't know if Kokar is coming from some other wiki here but no need to relate Kokar as my twin. I just now noticed that Wikipedia:GAB#Sockpuppetry_and_Checkuser-based_blocks states If the Checkuser tool was used to determine that sockpuppetry had occurred, only another administrator with access to Checkuser can overturn the block as only they have access to the evidence on which it was based. Two of the previous reviewers were not on the list. So I conclude that the reviews stand void as the case did not belong to their jurisdiction. I would like a review from an admin who belongs to this list to go through the data and consider the possibility that I mentioned in detail on my talkpage. First reviewer had declined my request on basis of my comment (which unfortunately I wrote in anger, sorry for that) while second directed me to the rule books. I was going through the rule book and found this clause. I am not saying that I am acting like a lawyer but I am requesting an independent thorough scrutiny based on the data. Also, on this page I have documented what would have happened as per my knowledge. Currently I am editing from my home (dynamic IP) as I see this matter urgent. I believe Kokar (talk · contribs) works in the same company of Gppande (talk · contribs). That is why it is obvious that they are in the same network. Companies in India uses Network address translation which is why both the IPs seems same or in the same range. Internal IP addresses are translated to a pool of external IP address for internet usage. The size of this pool may vary depending on the size of the company and the internet service provider. Obviously Kokur may be interested in same India related content as Gppande, both being Indians. Just like in my company, everybody in a corporate network uses the same OS, browser and other system configurations. Many companies doesnt allow even an extra software to be installed without sysadmin permissions, let alone a browser version upgrade. Kokur and Gppande wasnt disuptive and the only accusation was that they co-edited on a AFD. Knowing Gppande since some time now and iterating on the fact that Gppande would not even have a slightest reason to use a sock for the AFD ( bcoz it is not even an article written by him) , I request the admin to kindly unblock him in good faith or atleast giving a benefit of doubt for Gppande. -- Tinu Cherian - 05:15, 28 November 2008 (UTC)

Summary: An admin blocks me seeing a shared IP between me and another user Kokar after we both had voted keep on an AfD. I had clearly explained from my side as to what would have happened and that this seems to be a case of WP:COWORKER where I was a victim wrongly accused of creating sock puppet. I did furnish as much information as possible from my side and showed complete willingness on my part to help investigate the matter. First reviewing admin declined my unblock request because I shouted out in anger (an obvious first reaction for which I have apologized; clearly admin did not go beyond this to investigate). Second declined citing rule books stating no need to do research again. I later found both these case stand void as they did not have checkuser access. So I went ahead with a third unblock request stating clearly that it should be someone from a checkuser access list as per policy. YM finally appeared and put forth some more things which confused me. But I have put forth what could have happened and pointed that still there exists some possibilities that show I am innocent. After more than 24 hours of posting third unblock request an admin declines saying sorry I do not have visibility so I cannot unblock. Again this is a violation as per the policy. I understand that this is Thanksgiving holiday time in USA and most of the USA admins would be unavailable. Checkuser list is small and contains many big names of WP who would rarely do such a work. But the third admin clearly did not read a single sentence of what had happened and simply pointed me back to two previous declines and gave a lame reason. My block had anyways expired hours before he/she declined which shows how much indepth research was done before declining.
Bottomline: Once blocked means you are a culprit for sure. Either accept it under pressure or serve your jail time is the simple rule here. No coming back or checking that admins might have also overlooked something which can prove my innocence.
