One ship a day?

It is not clear whether one ship was build a day, or a ship could be build in one day. The article implies both. I doubt it is physically possible to build a ship in one day, even with prefabrication, therefore what is meant must be the production capacity of the arsenal was one ship a day - i.e. 360 odd a year.
