Technical news
- A new preference named "Enable limited width mode" has been added to the Vector 2022 skin. The preference is also shown as a toggle on every page if your monitor is 1600 pixels or wider. When disabled it removes the whitespace added by Vector 2022 on the left and right of the page content. Disabling this preference has the same effect as enabling the wide-vector-2022 gadget. Question regarding sockpuppetry case edit
Dear ST47,

Tban violation edit
Hi, I've noticed an SPI involving my name. I'm not even going to comment on that farse in detail, ironically from someone who was actually confirmed to be socking, and another editor commenting hours after the SPI, both of which had disagreements with me in a number of articles. For the record, I've participated in discussions involving user Dallavid (as with other editors quite active in AA2 topic), but that’s it - I've never talked with them or even emailed once, so the accusations to me are quite laughable. Golden may try to request any checks they want, but nothing will come out of it as there is nothing to come out (as evident by the CheckUser). I'm not a "sock" of anybody, and will never be.
What I wanted to ask whether the whole report or at least parts of it are a violation of Golden's current topic ban from AA2 conflicts (broadly construed), like discussing/linking an edit of mine in their SPI involving a conflict between Armenia and Azerbaijan? Could an admin / clerk confirm this?
p.s. Golden mentions "village articles" in their SPI, completely omitting the part where there was an entire discussion about those villages. Anybody involved in the discussion could've easily seen these village edits. But that would blow Golden's entire conspiracy out of the window, wouldn't it? Ironically enough, all the edits Mfikriansori (user from the discussion) restored were Golden's own additions in the articles (see any of their edits from 14th November and check article histories). But what do I know, all of these took me 15minutes to find out while Golden made up a whole conspiracy omitting various important details.
p.s.2. I think someone's onto something; "The name Dallavid has an Italian feel to it, given that "dalla" in Italian means "from the," while ZaniGiovanni is directly an Italian name." - lol. Also, apparently saying "per ..." or commenting about quotes from WP:RS (meaning actually doing your research) is exclusive to me, I guess a good chunk of Wikipedia editors are socks now. This is the quality of the discourse/arguments in AA2, unfortunately. And when the CheckUser falls flat, the 'new evidence' is this subpar. Not surprising to me considering the "Italian" bit earlier.

- We very rarely create any account from the dashboard.wikiedu.org server; OAuth edits come through it (including from many new users), but nearly all the instructors and student editors create their own accounts the normal way. WP:IPECPROXY request or solution edit

Few days ago I received a notification of IP block on my talk page here. I had requested it to unblock but Admin declined my request per Your account and the first IP (103.111.39.247) aren't blocked, but the last one is(180.178.170.225). So I can't unblock you when you aren't directly blocked, and suggested me to request IP block exemption that's why I approached you. - Following an RfC, the administrator policy now requires that prior written consent be gained from the Arbitration Committee to mark a block as only appealable to the committee.
- Following a community discussion, consensus has been found to impose the extended-confirmed restriction over the topic areas of Armenia and Azerbaijan and Kurds and Kurdistan.
Technical news
- The Vector 2022 skin has become the default for desktop users of the English Wikipedia.
Arbitration
- The arbitration case Armenia-Azerbaijan 3 has been opened and the proposed decision is expected 24 February 2023.
- In December, the contentious topics procedure was adopted which replaces the former discretionary sanctions system. The contentious topics procedure is now in effect following an initial implementation period. There is a detailed summary of the changes and administrator instructions for the new procedure. The arbitration clerk team are taking suggestions, concerns, and unresolved questions about this new system at their noticeboard.
Miscellaneous
- Voting in the 2023 Steward elections will begin on 05 February 2023, 21:00 (UTC) and end on 26 February 2023, 21:00 (UTC). The confirmation process of current stewards is being held in parallel. You can automatically check your eligibility to vote.

IP Block of 199.15.248.0/21 edit
Hello, I believe that you blocked my IP address 199.15.248.51 (part of 199.15.248.0/21) because it was allegedly from a co-location or VPN provider. However this block is effecting normal Wikipedia users, people trying to follow the rules. The IP range 199.15.248.0/24 is used by the ISP Morgan Wireless. Morgan Wireless is owned by their parent, Reliable Hosting LLC. Morgan Wireless uses the range 199.15.248.0 – 199.15.248.255, while Reliable Hosting uses the range 199.15.249.0 – 199.15.255.255. Doing a WHOIS (not using ISP Range Finder, but something else) on 199.15.248.0 you can see that the range 199.15.248.0/24 is used by Morgan Wireless in the second ARIN entry which is not visible to ISP Range Finder. Since an IP Address can’t be used by two different things at the same time, 199.15.248.0/24 can only be used by Morgan Wireless. Since Morgan Wireless uses Static IP addresses for both residential and business users, this block could be easily resolved by allowing 199.15.248.0/24 to edit Wikipedia. User logs in only through P2P proxies edit
Hello ST47. A certain registered user is found by running a CU to be exclusively using P2P proxies for access to Wikipedia. At least, he is using accounts that were previously blocked at least once by ST47ProxyBot. Reviewing the contributions of these accounts reveals blocks marked as "API-confirmed P2P VPN".
The account is about a month old and has used a succession of different formerly-blocked proxies, one for each login, so a small number of new proxy blocks wouldn't help. In your opinion, does this behavior violate any policies? Thanks, EdJohnston (talk) 17:43, 18 March 2023 (UTC)

- The rollback of Vector 2022 RfC has found no consensus to rollback to Vector legacy, but has found rough consensus to disable "limited width" mode by default.
- A link to the user's Special:CentralAuth page will now appear in the subtitle links shown on Special:Contributions. This was voted #17 in the Community Wishlist Survey 2023.

Could you do some webhost blocks? edit
I stumbled upon this Special:Contributions/185.183.179.65/24 webhost range, owned by Ibraheem Massalha who apparently uses https://ipinfo.io/AS17252 and https://ipinfo.io/AS42366 for his webhost company. I think the AS17252 ranges have all been blocked but there's a lot of AS42366 ranges which should probably be blocked. Wondering if you could do that? Galobtter (talk) 06:49, 15 April 2023 (UTC)
Please advise edit
At viwki, there is an Long term abuser with a long history of Proxy/VPN abuse. Specifically, this user paid to rent a VPN service through an app that they could switch between IPs when abusing. We used to implement IP range blocking over ASN in the past, but now they have bought a new VPN plan. Is there a way to thoroughly handle this problem (for example, completely blocking App VPN)? - @Tryvix1509:, there are some steps that we're taking to block some of the various VPN services, but there are a number of different types of services, not all can be easily blocked, and some will leave collateral damage due to the IP addresses used by the proxy service being closely interspersed with normal residential customers. If there's a specific service that you have in mind, please let me know - but know that the answer will probably be that the WMF themselves would be in the best position to defend against such situations by expanding the automatic blocking of Tor exit nodes to also use VPN threat intelligence feeds. We have asked them to do this, for example at restricted Phabricator task T265845, but there has not been much interest. ST47 (talk) 23:58, 23 April 2023 (UTC)
- Thanks for your reply. Next time, when I have more free time, I will list the IPs that this LTA uses. However, there was a sysop in the past that implemented a strategy in proxy blocking, and it seems to work quite well, see vi:User:Plantaest/Nháp 26. Hi, there's a Chile-based dynamic IP that you keep catching and blocking for around three days. Latest incarnation, 190.21.175.19 (talk · contribs · WHOIS). However, by the time you block them, or pages are again protected, or IP range blocks are applied (diverse range of IPs), or they've clocked up four user warnings for the same, repeated, disruptive edits against consensus (reverted by numerous other editors), they've already moved on, or else they come back again and again in another guise. I've started issuing level 3 notices immediately, but it's like playing whack-a-mole. I do wonder if the editor is on the spectrum.

- Following an RfC, editors indefinitely site-banned by community consensus will now have all rights, including sysop, removed.
- As a part of the Wikimedia Foundation's IP Masking project, a new policy has been created that governs the access to temporary account IP addresses. An associated FAQ has been created and individual communities can increase the requirements to view temporary account IP addresses.
Technical news
- Bot operators and tool maintainers should schedule time in the coming months to test and update their tools for the effects of IP masking. IP masking will not be deployed to any content wiki until at least October 2023 and is unlikely to be deployed to the English Wikipedia until some time in 2024.

Why are web-hosted IP addresses blocked for editing for logged-in editors? edit
I can see why it is wise to keep anonymous users from editing using a web-hosted address. I do not quite grasp the rationale for also disallowing this for registered and logged-in editors --Lambiam 12:42, 19 July 2023 (UTC)

IP Block edit
Hello. Yesterday while making edits, I saw a notice The IP address (223.123.91.99) that you are currently using has been blocked because it is believed to be used by a peer-to-peer proxy service I immediately submitted an unblock request because I am not using any VPN or any other software for changing IPs. I am using a "Data Sim of Zong Mobile network operator company" since last few weeks without any problem. But my request was declined with the reason that it's Confirmed p2p proxy. Now today when I logged-In, I realized that I am no longer blocked and I can make edits. when I checked, my IP address is now changed to 223.123.85.49. While it's a good news for me but now I am worried that what if I am blocked again. Can you please tell me what should I do to keep myself safe from block as right now I don't have any other internet and I will be relying on "Data Sim of Zong Mobile network operator company" for making edits in future as well. Your guidance will be highly appreciated. Note I don't know if this is the right place to seek guidance or not. - Special:BlockedExternalDomains is a new tool that allows easier blocking of plain domains (and their subdomains). This is more easily searchable and is faster for the software to use than the existing MediaWiki:Spam-blacklist. 10.80.1.6 edit
ST47ProxyBot recently blocked 10.80.1.6 (see here), claiming it was blocking https://en.wikipedia.org/w/index.php?title=Special:Log/block&page=User%3A10.80.1.6. This appears to be an actual mistake. 10.0.0.0/8 is a private IP address range, as I'm sure you are aware. :) --Yamla (talk) 13:57, 22 August 2023 (UTC)

My immediate guess is that the bot was using legitimate proxies to access enwiki, and since I do ask the wikipedia API what it thinks my IP address, that's probably the reason for the blocks targetting this internal IP. - This may be completely wrong, and forgive me if it is, but I don't think it was a bug with your bot - Wikipedia: Get my IP address was misreporting IPs as 10.x.x.x rather than their actual external IPs. If the bot used the same IP-checking-method as that project, it would also break - indicating a fault on the backend rather than with your implementation. Couruu (talk) 15:02, 22 August 2023 (UTC)
