IP Block on 199.15.248.51

{{unblock|reason=Caught by a web host block but this host or IP is not a web host. My IP address is 199.15.248.51. This block is effecting normal Wikipedia users, people trying to follow the rules. The IP range 199.15.248.0/24 is used by the ISP Morgan Wireless. Morgan Wireless is owned by their parent, Reliable Hosting LLC. Morgan Wireless uses the range 199.15.248.0 – 199.15.248.255, while Reliable Hosting uses the range 199.15.249.0 – 199.15.255.255. Doing a WHOIS (not using ISP Range Finder, but something else) on 199.15.248.0 you can see that the range 199.15.248.0/24 is used by Morgan Wireless in the second ARIN entry which is not visible to ISP Range Finder. Since an IP Address can’t be used by two different things at the same time, 199.15.248.0/24 can only be used by Morgan Wireless. Since Morgan Wireless uses Static IP addresses for both residential and business users, this block could be easily resolved by allowing 199.15.248.0/24 to edit Wikipedia.
