alternate location endpoints

This article currently mentions the possible alternate location with a sentence that reads:

Environmental studies performed by Kansas City Southern de México and Union Pacific suggest the railway bridge be built between El Cenizo, Texas and Rio Bravo, Texas south of Laredo and East Nuevo Laredo.

It seems unlikely that someone would want to build a bridge between El Cenizo and Rio Bravo, Texas. I am wondering if the sentence should be altered to instead read:

Environmental studies performed by Kansas City Southern de México and Union Pacific suggest the railway bridge be built between El Cenizo, Texas and Río Bravo, Tamaulipas south of Laredo and Nuevo Laredo.

Answering my own query: No that is not correct. The alternate location for the proposed new bridge lies south of Rio Bravo, Texas and north of El Cenizo, Texas. At that location the bridge could run almost due west across the Rio Grande into an unsettled portion of Tamaulipas that lies south of Nuevo Laredo and north of San Antonio, Tamaulipas. The proposal is indeed not to build a bridge from Rio Bravo, TX to El Cenizo, TX; rather the bridge's eastern anchor will lie between those two Texas towns and it will bridge the river running west into Mexico. The town of Rio Bravo, Tamaulipas is about 200 km south southeast of the alternate site for the proposed bridge. This international railway crossing is one of 3 proposed, but the only one so far with a presidential permit. Union Pacific wants to build a bridge in NW Laredo but has stated that they don't need it so far since the current bridge isn't at capacity. The other two proposed bridges are the Kansas City project which would be built between El Cenizo and Rio Bravo and the Colombia project which would be built near the Colombia Solidarity International Bridge which the Nuevo Leon state government is pushing for. Since I live in Laredo out of these three project the one that I believe will get built is the KCS project since all of the railroad lines in Nuevo Laredo are owned by KCS of Mexico.
