It says so on page 6 (page 109) of the article in the American Mathematical Monthly. The second sentence of the paragraph continuing from the previous page is:
He also studied number theory, German, English, history, hygiene, Latin and physics

Perhaps. But shouldn't statements like this be supported by something, if they are to appear in an encyclopedia? It's possible his thesis just wasn't good enough for the universities that rejected it. Is there a quote on record of someone in authority saying, in so many words, "This thesis is of sufficient quality, but we refuse it because its author is black."? Elbert and Beulah Cox had four children: James born 1928, Eugene Kaufman born 1930, Elbert Lucien born 1933, and Kenneth, born 1935 but died at the age of 17 months.[8] Eugene Kaufman Cox became an architect, while Elbert Lucien Cox followed his father and served as Associative Vice President at Howard University
