There is no "series about Josh Shapiro". There is one article, and that's Josh Shapiro. There are also articles about the three statewide elections he's won, but that doesn't necessitate a "series" template that mainly links to sections of the main article. As far as I can tell, this template is not being used for its original purpose anywhere. I examined about a third of the transclusions, and most, but not all, appear to be typos for {{ill}}. Sometimes, problems like this are caused by direct copying and pasting from Wikipedias in other languages, but I looked at a few obvious Wikipedias (fr, de, es, it) but did not find a template with this name. I think that this template should be deleted and possibly salted so that this ambiguous two-letter name is not used by accident.
