re Workshop page on the Landmark Worldwide Arbitration case

I note that the published deadline for the workshop phase was 6th November, but material continues to be posted there. As some of that material amounts to further allegations against me, I have been unsure whether to respond or not. After some agonising I decided to do so, but don't feel entirely comfortable. What is the procedure in situations like this? It seems to me that the Arbitration process is not being fully respected if published dates are ignored. If a phase is not being explicitly extended for some reason, might it be a good idea if clerks were to lock the pages as deadlines expire?

And one minor procedural query: is there a specific timezone implied for the expiry of a phase, or are editors free to assume one they choose? Thanks. DaveApter (talk) 15:16, 8 November 2014 (UTC)

I will try to look into it, but recovering, painfully, from a Windows failure, which requires a re-install of everything.--S Philbrick(Talk) 15:40, 8 November 2014 (UTC)
Very sorry to hear that - good luck with your restoration! I will duplicate my enquiry to the other clerk. DaveApter (talk) 18:08, 8 November 2014 (UTC)

Request Edits

Hi Sphilbrick. I was wondering if you had time to take a look at a few small/easy Request Edits I have sticking around. There's a correction request regarding revenue here (correcting an error I myself made) and updating that a local politician was re-elected by a landslide updates here. CorporateM (Talk) 00:17, 14 November 2014 (UTC)

I'm traveling at the moment, with limited time on internet, (and a poor connection at the moment) so may not get a chance until I return next Wednesday. May have some time over the weekend, but not sure.--S Philbrick(Talk) 15:48, 14 November 2014 (UTC)

Evidence

I had not been aware that there was a requirement to inform parties about evidence. Does that only apply to non-parties? Where is that stated? Robert McClenon (talk) 17:08, 12 November 2014 (UTC)

@Robert McClenon: I didn't even look at Arbcom rules, I was referring to common courtesy ethos in Wikipedia. I am traveling, so may not get a chance to do much until I return, but I can look into adding such a rule? If you were not a named party to the case, and someone else made allegations about your behavior, serious enough that it might result in sanctions, wouldn't you want to know? --S Philbrick(Talk) 15:44, 14 November 2014 (UTC)
I did add the notice as you had requested when you requested it. Robert McClenon (talk) 15:59, 14 November 2014 (UTC)
Thanks. --S Philbrick(Talk) 16:30, 14 November 2014 (UTC)

Re: Gamergate Arbcom

(Because it seems unreasonable to expect you to monitor an IP user's talk page for the response.)

After considerable deliberation, I have completely rewritten my statement for this Arbcom case (and it was promptly added by User:Jehochman, so full credit there). I hope the new version meets with your satisfaction; my word processor tells me it meets the length restriction. There is now also less emphasis on a specific claim, which other users complained about, concerning a BLP violation; however, it's still present as I strongly believe the old material to have been a clear violation. (Gjoni did not allege that Grayson and Quinn traded sex for reviews, and the RSes made no such claim. Gjoni did not harass Quinn, and the RSes made no such claim.)

74.12.93.242 (talk) 13:19, 17 November 2014 (UTC)

Thanks for notifying me. I am traveling at the moment, and will check to make sure everything is fine when I return home tomorrow. --S Philbrick(Talk) 16:42, 18 November 2014 (UTC)

Landmark Arbcom decision

Is it typical for proposed decisions to be 5 days late in hitting the case page? I've very little experience in such matters, so I thought I'd ask one of the clerks. LHMask me a question 15:08, 18 November 2014 (UTC)

It is quite common for deadlines to be hoped for deadlines, as opposed to hard dates. I'm am also traveling, which doesn't have much to do with meeting deadlines, but were I at home, I would be more diligent about asking for updated time lines. I'll be home tomorrow.--S Philbrick(Talk) 16:40, 18 November 2014 (UTC)

AIG logo licenses

Hi Sphilbrick, I'm a relatively new editor, but I was just looking at the license for the AIG logo, and noticed it was classified as public domain. Any chance you can look up in the Wikimedia Commons OTRS queue and take a look at how the logo was submitted? When you find the original submission, could you help me understand how and who decides to re-assign a particular CC license to public domain? Thanks! --FacultiesIntact (talk) 21:10, 20 November 2014 (UTC)

There is nothing in OTRS.
As noted on the image page, it was uploaded by @Jbarta: and licensed pd on the basis that it "does not meet the threshold of originality needed for copyright protection, and is therefore in the public domain".
(I am curious how you came to contact me, because I worked with a different version of the logo, but not that one. No big deal, just curious.)--S Philbrick(Talk) 14:20, 21 November 2014 (UTC)
Thanks for the prompt reply! I was curious about logo copyrights, and had been looking over the history of the different versions of the logo. I had assumed that the AIG logo had a copyright (and thus also assumed it would be in the OTRS queue), and was curious about Wikipedia's guidelines regarding the autonomy of users' interpretations of applying PD licenses to non-PD material. I thought to ask you about the newer version of the logo, since I saw your involvement on Talk:American_International_Group#Revised_logo and mistakenly assumed that the new version would have also gone through OTRS. I suppose my question at this point would be how does a user-submitted image supersede the one submitted for fair use by the company itself? Is part of the push for the use of .SVG images over other filetypes, or just a matter of preference for PD licenses? --FacultiesIntact (talk) 23:15, 24 November 2014 (UTC)

Question about Arbitration page

I happened to be reading Wikipedia:Arbitration/Index/Principles (which I found linked from Wikipedia:Banning_policy), and I saw this part that didn't seem correct to me:

"Wikipedia:Blocking policy provides that users may be blocked for repeated vandalism but not under current policy for disruptive editing although such a policy is proposed."

Is that really the case? (that blocking policy does not allow blocks for disruptive editing?) The Wikipedia:Blocking_policy has a whole section on disruption stating that "A block for disruption may be necessary in response to:..."

Are normal editors allowed to edit this page? (its under Arbitration so I wasn't sure) --Obsidi (talk) 01:59, 26 November 2014 (UTC)

On second look I see that the Wikipedia:Arbitration/Index page says: "These indexes are no longer maintained. To browse principles passed in recent decisions of the committee, use the "Cases" link above to load a final decision." And "Links which are struck through lead to historical archives that are no longer maintained. All other links are current committee archives." And the "Principles" are struck through, and so no longer maintained. Guess I'll be looking to change Wikipedia:Banning_policy instead to remove the link. Sorry for bothering you. --Obsidi (talk) 02:05, 26 November 2014 (UTC)

Evidence in Gamergate

As you are a clerk on this case, I thought I would ask you. It appears to me that several of the evidence submitted links to reddit in the GamerGate case are not currently admissible per Wikipedia:Arbitration/Policy#Admissibility of evidence, is that right? (Additionally, I'm not sure exactly what it means by "private communications" would this include a public off-wiki website like reddit as well? Or is that only private "other websites"?) --Obsidi (talk) 07:15, 29 November 2014 (UTC)

Clerk issue - word limits; 500, 1000 or simply be succinct?

Hi, Sphilbrick. I see you've been addressing word limit issues recently, so perhaps you could take a look at this, or forward it to someone who can. The instructions at the top of this amendment request page say in bold print, "...complete your statement, which must try to state your request and reasoning, in 500 words or fewer." However, it also directs the editor to use this template, which instructs the editor to state the "rationale for the requested amendment, comprising no more than 1000 words." Then, when the editor finally opens an edit window to submit an amendment request, the instruction banner above that edit window instructs only, "Be succinct. Long, rambling contributions are less effective. Substantiate your submissions with diffs or links", but doesn't mention a word limit. Would it be possible to standardize the word limit instructions on these three pages? Not a pressing issue, of course, but I thought it worth mentioning. Orphaned non-free image File:TBW Hor noTag low res.png

Thanks for uploading File:TBW Hor noTag low res.png. The image description page currently specifies that the image is non-free and may only be used on Wikipedia under a claim of fair use. However, the image is currently not used in any articles on Wikipedia. If the image was previously in an article, please go to the article and see why it was removed. You may add it back if you think that that will be useful. However, please note that images for which a replacement could be created are not acceptable for use on Wikipedia (see our policy for non-free media).

Note that any non-free images not used in any articles will be deleted after seven days, as described in the criteria for speedy deletion. Thank you. Stefan2 (talk) 00:08, 5 December 2014 (UTC)

I uploaded per request, have no problem if it is deleted because no longer used.--S Philbrick(Talk) 14:07, 5 December 2014 (UTC)

@Ignocrates:Sorry about the timing. As mentioned I was severely under the weather, and now merely under the weather. I see that an arb already responded to your first request. Request

I'm not sure that I saw the official "request" that you allude to here, but there are lots of things I don't see and that could be one of them. John Carter (talk) 21:01, 10 December 2014 (UTC)

I hope not to make a big deal out of it, but when a discussion is hatted, especially by an arb with the edit summary " shut it down", it is highly undesirable to permit the discussion to continue. If something needs to be said, perhaps it could be directed to an arbs or multiple arbs via email. --S Philbrick(Talk) 21:07, 10 December 2014 (UTC)
I didn't see the edit summary, I guess. Sorry about that. John Carter (talk) 21:10, 10 December 2014 (UTC)
No problem. Like you, I miss a lot of things, which is why we seem to adopt a similar approach - ask politely, rather than pointedly, because sometimes there is an answer. I need to do it more often.--S Philbrick(Talk) 21:13, 10 December 2014 (UTC)

Simsbury Bank and Trust Company Building

I believe you photographed the wrong building for Simsbury Bank and Trust Company Building. The correct building (now described in the article), is at the NE corner of Hopmeadow and Station, according to Google Street View. I can't tell how these buildings' addresses relate to what's in the National Register (760-62 Hopmeadow), so if you go back to photograph the right building, can you get its address? Lynne Lorenzen – interested in creating article

Hi Sphilbrick, thought you might be interested in creating Lynne Lorenzen. She appears on both Naismith Prep Player of the Year Award (1987) and List of basketball players who have scored 100 points in a single game (I also see where you began a user subpage in July 2010, User:Sphilbrick/Lynne Lorenzen, for her). Hello, This is a friendly follow-up on a page I submitted for review that was deleted (G12: Unambiguous copyright infringement of http://www.aircanada.com/en/about/media/bio/Rovinescu.html). Full disclosure, I work for Air Canada so I would like to avoid any conflict of interest by submitted an article for review. Two questions: 1. the page sited under G12 is an Air Canada page. Do you require a special permission to use this page? 2. May I have advise on what could be changed in the draft to avoid duplicating G12 again?

Question about GamerGate Arbcom

This case is long and complicated, and looking at all the statements and evidence posts this is an unenviable possition to be in. Which makes this question that much more awkward: Though the time to submit evidence has obviously already elapsed, could evidence that *couldn't possibly* have been submitted at the time because it was only known to be applicable after the fact?

My example would be the fact that it was only this week that the NorthBySouthBaranof admitted that he was the previous Wikipedia users FCYTravis and Polarscribe, and he was previously rebuked by admins on Wikipedia for edit warring, abuse of admin tools, article ownership, uncivil bahior, and sockpuppeting, and this could give important context to his actions in this case: http://en.wikipedia.org/wiki/Wikipedia:Bureaucrats'_noticeboard/Archive_25#Resysopping

Outing/Gamergate issue.

Hello, Sphilbrick. I was going to ask both you and User:Ks0stm about a comment made on a RfC, but I have found out that Ks0stm is ill at the moment. So, I would like to request that if you do not wish or cannot respond to this that, if you are able, if you could redirect me to an user who might be able. Here is the diff and here is the revelant portion of the quote with my emphasis added: (...) Both are things where there will, of course, often be doubtful cases where the connection is not safe enough to justify action, but there is no reason to think it categorically impossible to reach a reasonable degree of certainty in some. We all know that there is at least one case in connection with the recent Gamergate fracas where it's plain obvious to everybody with half a brain that editor "L." on Wikipedia is the same person as participant "L." in a certain troll forum; I, for one, will not be silenced from speaking out about this obvious fact, whenever I choose to. I was wondering if the user could be warned not to imply a connection that is not proven. (I will note here that the RfC also has tones of the Gamergate issue.) --Super Goku V (talk) 01:24, 14 January 2015 (UTC)

Sorry, I see that you are not talking about the recent deletion in January of this year, but a deletion which occurred a couple years ago. I'll look further.--S Philbrick(Talk) 21:06, 28 January 2015 (UTC)
@Betapsiomega: I found it. The Article for Creation was not deleted due to copyright reasons. It was deleted because reviewers identified some issues:
"This submission is not adequately supported by reliable sources. Reliable sources are required so that information can be verified. If you need help with referencing, please see Referencing for beginners and Citing sources."
and then it was abandoned for over six months.
I'm adding a link, which you cannot see, but it will help me in case further questions arise. Wikipedia talk:Articles for creation/Beta Psi Omega--S Philbrick(Talk) 21:16, 28 January 2015 (UTC)
