Home Lander, I removed the CSD template. I don't believe it qualifies is G 12 because I believe it is a work of the federal government and thus public domain although the article did not comply with our attribution requirements as required and as noted in a subsequent post.

My rationale obviously does not address the G 11, but given that the editor is being paid to create this article and has disclosed, I think it's worth waiting to see if the issues can be resolved. S Philbrick(Talk) 20:53, 13 January 2020 (UTC)

The draft you are working on: Draft:BISON (Nuclear Software)

Came to my attention because it triggered a potential copyright concern. I believe that because it's a work product of the federal government, it is not technically a copyright violation, but it does have a number of problems.

Technically, I could remove it because it doesn't comply with our attribution requirements, but given that it's in draft space, I'll let that go and encourage you to do some homework.

At a minimum, you need templates to acknowledge that this is not your work and is public domain. I urge you to look here: https://en.wikisource.org/wiki/Help:Public_domain

also note that there are multiple problems with the formatting, including the referencing.

See WP:PD#US government works where they have an example of Oak Ridge National Laboratory. The Idaho National Laboratory would be very similar to this case. Even if it is by US.gov, it should not be a copy-paste of their website pages. AngusWOOF (bark • sniff) 20:57, 13 January 2020 (UTC)

AngusWOOF, I agree that it should not simply be a copy paste, which is why I dropped some comments in expressing my concerns about the content. However, I don't think we should remove it on the basis of copyright violations. S Philbrick(Talk) 21:31, 13 January 2020 (UTC)

I'll follow up on my point above and direct it to Rankin15. While I have pushed back on the removal of the material due to copyright concerns, that doesn't mean that everything is fine. Many new editors under-appreciate that Wikipedia has a "house style" and material written for other purposes and other audiences may not be appropriate as is in a Wikipedia article. Part of this is technical — we have a style for references, we have rules regarding what should be in bold and not bold, etc. The copied material doesn't remotely comply. There are also some embedded links which are a violation of our manual of style. The list of team members follows a nonstandard style. Plus, I haven't even addressed whether this meets our notability standards.S Philbrick(Talk) 21:40, 13 January 2020 (UTC)

So if it refers word-by-word to Idaho National Laboratory website material, or potentially its research, how is that different from the Oak Ridge National Laboratory case presented on the WP:PD article where it says: "The Oak Ridge National Laboratory, for instance, is operated by a contractor for the US Department of Energy, but that does not mean the works it produces are "works of the federal government". ORNL works are copyrighted, and the US government is granted a non-exclusive license to use, publish, and allow republication of such works. The precise terms vary from one lab to the next, but in general, commercial re-use of their works is prohibited" Looking at the ORNL website and the INL website, they are formatted in a similar manner, referring to US Dept. of Energy in the footer. AngusWOOF, Excellent point, AngusWOOF. I confess I saw the DOE icon and wanted to make sure we weren't overreacting. after looking closer I see

INL is operated for the Department of Energy by Battelle Energy Alliance

(Emphasis added). It is saying they are operating it for the DOE not that they are the DOE. Despite spending a lot of time copyright issues, I had not fully read Wikipedia:Public_domain prior to today — I agree that the Oak Ridge example is very much on point. that may have been something nagging me in the back of my mind, because I use the phrasing "I believe it is a work of the federal government", rather than the more definitive "it is a work of the federal government".

It may well be a copyright violation.

I realize it is only been a day but I'm disappointed that the editor has not weighed in. Would you be averse to placing this issue on hold for a day or two while we wait to hear from the editor? As I and others have noted, there are significant issues other than the potential copyright violation, and it will be more difficult to discuss these with a good-faith editor if they are gone. I do recognize that we want to act swiftly in the case of copyright violations, so if you think we should not wait I would be hard-pressed to argue. the site doesn't explicitly state copyright — while I am very aware that copyright is automatic and doesn't need to be stated, I think it's worth asking the question whether the editor can check out the copyright status because there's at least a chance that this is viewed as public domain due to their relationship with the Department of Energy. I'll reiterate that that would not make everything okay, but it may be worth waiting a day or two to hear the answer. S Philbrick(Talk) 14:11, 14 January 2020 (UTC)

Hi - just a note to expand on the comments above. I had overlooked the comments that User:Sphilbrick made - if the content is indeed in the public domain then, with appropriate attribution, would could potentially host it in draft space without any problems. If you would like me to restore the deleted drafts I will be happy to do so. The other concerns still stand though - the text as you had it is not appropriate for an article in Wikipedia. You would need reliable independent sources supporting the content (so not your own website, but material written by people unrelated to your organisation), and it would need to be phrased in a more neutral manner - phrases such as 'For licensing information please contact...' are inappropriately promotional for an encyclopedic article.
