The reviewer did not feel like this draft met the notability criteria to merit an article. I can say that most of your references are about the winners of the event, but not about the event itself. You need to provide references that have significant coverage about the pageant itself, its history, etc. Interviews with people are considered to be primary sources so they won't count towards establishing notability. You also need to learn the basics of references and proper use of footnotes, because you just listed all your references at the very end.
