No, if you read the message inside the block notice you'll see it tells you to copy and paste some text and insert the reasoning you should be unblocked. You can also read the Wikipedia:Guide to appealing blocks, also linked in the template above. So you can make your talk message of {{unblock|Your reason here ~~~~}} and replace the "Your reason here" with your reasoning as to why you believe you should be unblocked while addressing the reason for the block.
