In Hebrew, LOTAR means anti-terrorism. LOTAR includes all of the various fighting techniques required by a soldier in the battlefield against terrorism. Israeli soldiers are trained in hand-to-hand combat, firearms fighting, edged weapons, and run obstacle courses designed to toughen them physically and mentally. The original Israeli elite units, which remain the prototype for all Special Forces to this day, developed the martial art of Kapap - face to face combat. Those instructors involved with Kapap since its inception are notably Chaim Peer, Ahron Levi, Orde Wingate and many others who have chosen to remain anonymous. Kapap evolved into the modern day martial art Lochama Zeira (Micro Combat) which subsequently developed into the concept of LOTAR. LOTAR encapsulates the entirety of fighting techniques used in close encounter combat - from empty hand, through the use of edged weapons and firearms, up to infiltration and sabotage training, as Israel's elite forces practice them. It combines shooting and self defense and analysis of all kinds of different and unusual violent situations, using any available weapon or improvising one, considering the environmental conditions - urban or rural, light, ground, water and weather, and long, short and close distance.

Modern LOTAR originated in Israel under the guidance of Moni Aizik, Lt.Colonel Chaim Peer and many more quality instructors, moving to the united states within both the LOTAR and KAPAP systems both concentrating on the mix of combative releases and striking aspect of Krav Maga plus arrest and control techniques as well as the many different weapons CQC systems taught at the Lotar (counter terror) school. These are the foundations of the system

This consistent modification is the guiding principal of the system and it is because of this belief of continuous research and development in the field that it maintains it's true combative nature. It is believed that for the system to remain a functional martial system and true CQC system it must continue to evolve. Following this principal the system truly stays designed for real world self defense and security based operations.

The LOTAR system is currently being utilized by Secret Service personnel, US Naval and US Army special operations personnel, US Marine personnel, National Police Departments, Security Contractors currently deployed to Highly Active theaters of operation in the Middle east, US Marshals, US Air Marshals just to name a few.

A civilian based version of the system is currently being taught as well keeping with the same guiding principals as the Law Enforcement and Military techniques but with a different goal in mind. It focuses on the quick defensive violence of action while also consistently working proper state of mind to find the safest avenues of escape.
