Having trouble finding SIGCOV. Here are some points that came up during my search:
This is an article announcing a new addition to the team by the name of R.V. Lowe, a halfback from Dubuque University (same college listed here). Likely the same person. Is the subject here misidentified as "Walter"?
This is another passing mention of "R.V. Lowe", a "stellar performer" while at Georgetown. Databases show "Walter Lowe" attended Dubuque and Georgetown, so it looks like we may have a mis-naming in the article.
This is another piece: "R.V. Lowe, the second newcomer, absorbed a wealth of grid lore at Dubuque and later at Georgetown university, where he was one of the outstanding stars last season, ... Lowe, who tips the beam at exactly 185 pounds, is a whirlwind in the open field and a snapping turtle at gobbling passes. He will cavort at one of the half positions."

There was a "Red" Lowe in Rock Island during the fall of 1923, the same time when Lowe played for Rock Island. After getting into a public brawl, he was ordered to leave Rock Island as an "undesirable". See here and here.
