No consensus. I suppose this will be considered a controversial close, but my reasoning is that a discussion that has been opened for over a month with a single participant weighing in for each side lacks the imprimatur of community support for a proposed move. Orchestre national du Capitole de ToulouseOrchestre National du Capitole de Toulouse – This spelling, with the capital 'N', is generally (though not always) used by the orchestra itself, and by reliable sources referring to the orchestra. The WP:FRMOS guideline you cite states: ...names of organisations and institutions (e.g. orchestras, musical ensembles and groups, concert halls, festivals, schools, etc.) should follow official usage (i.e. the spelling, punctuation, etc. used by the organisation's own publications – always check whether the organisation has English-language publications, and if so what name is used in these).
