Notability uncertain, but as mentioned in article Aldiss implies he was apparently as popular as Jules Verne in the novel's milieu (Britain, late 19th cent.). Few Google hits; some are in other languages & I haven't followed up yet. Quotes around the author's name in the referenced Kincaid page suggest it is a pseudonym, but unable to find author's real name.
