I am applying WP:GAFAIL here because the article is a long way from meeting condition 1b of the GA criteria in that it does not comply with manual of style guidelines. The relevant guideline is MOS:QUOTE and I have a secondary concern about non-citation of some quotes, so the article would also fail condition 2b if a full review were undertaken. Given that there is a need for at least one valid cleanup banner to be imposed, that is a second reason for GAFAIL. The misuse of quotations is too extensive to justify placing the review on hold.
