WP:CONSISTENT spelling with main geographical article Donbas, other military articles like Donbas operation (1941). Detailed rationale for the spelling was laid out and discussed in recent RMs:

WP:TITLECAPS for a non-proper-name descriptive noun phrase. The precise title is hard to find in reliable sources at all, and the strategic operation is referred to variously in English-language reliable sources, often abbreviated and in lower case, e.g., “Donbas–Rostov defensive operation.” Search Google Books and Google Scholar (per WP:SET).
