I question whether this template is useful or whether keeping an up-to-date listing of every People's Deputy is going to be easy to maintain. Ideally, at least in my understanding, templates should not need to be frequently updated. Also, this template is simply used on the article of everyone mentioned on it so it doesn't seem to serve an informational purpose when their position can just be mentioned in the article content.
