Unused as Governorates of Tunisia has a table list with most of the 2014 numbers. Table of Tunisian governorates by creation is just unused and to list governorates by creation should be information left up to being on articles. Not templates.   • Delete - I agree with nom that there is no point having a template here as it isn't used (or going to be) anywhere else; further, that it was in the article, not as a template, before Thumperward visited and made it into a template.   • Delete – there is a strong and long-standing consensus in Wikipedia that content warnings shouldn't be placed on any Wikipedia page, so this template can't be used.
