I, too, am interested in the history of Riverside County. For more about Howie, you might look at [1]. Also, local historian Steve Leech of the Riverside County Historical Society is sure to have more info. So, as Howie has played a part in the county history, you might add such info in the history section of the Riverside County/City articles. But I do not think mentioning the "Howie Monument" in the article is WP:noteworthy, especially when the article itself does not mention him.
