ROC article merge

Greetings, I've replied to your opposition to the merge. Your concern is that the RoC article should not talk about 'historical' things except in historical forms, of which I agree with you. Which is why I had proposed it to be merged into BOTH the Republic of China and History of the Republic of China, where historical information is put into the historical sections and the modern parts put into the current state article. Thank you for your answer, I will give this a try. Also, I was wondering, and I couldn't find information about this on Wikipedia, what is the reason for IP blocking registered users? The block is on the IP address and not on your account, with edits from registered accounts disabled too, and there's no technical way to unblock specific accounts which happen to use that IP address. All we can do at the IP block level is allow/disallow all registered accounts, and at the account level allow/disallow editing through all blocked IP addresses (via IP block exemption).

Although IP addresses for registered users are not publicly visible, they are recorded every time an edit is made, and they are frequently used when investigating socking, etc (those with CheckUser privilege can see them). Use of a VPN is one way in which vandals/trolls/socks can hide their real IP addresses, even from CheckUsers, when editing from throwaway registered accounts, and that's essentially why VPNs are blocked when found.
