I think "From 3,000 inhabitants in 1928, its population rocketed to 82,000 in 1931." is technically impossible (3 years!). NB that the German version (https://de.wikipedia.org/wiki/Villeurbanne) has "...wurde Villeurbanne seit Ende des 19. Jahrhunderts eine schnell wachsende Arbeitervorstadt Lyons, die 1900 bereits um 28.000 Einwohner zählte". (Agnes from Paris)
