, if else, I think the congestion caused by the sports facilites is a much more pertinent aspect to include in the lede. Secondly, the inclusion of such goes against MOS:LEDE which states thatApart from basic facts, significant information should not appear in the lead if it is not covered in the remainder of the article.
I would also suggest that the congestion mentioned in that article be mentioned more clearly somewhere in the article body.- Fixed - someone else added that sentence and ref. Upon doing some research, I could find no other sources, reliable or not, that used this name, but I am sure it is local jargon. - Second paragraph covers the body of the article well and in nice summary style. While MOS:LEADLENGTH does suggest three paragraphs for a lede in an article this size, I don't believe it is necessary.

- The source alludes to the purpose of relieving downtown congestion on surface streets, which is mentioned in the planning paragraph. This was the purpose of the freeway plan that the Downtown Loop originated from.
