Although it is arguable whether the article will fully satisfy WP:BIO, I am pretty certain it does not fall under WP:CSD since the subject is notable (at least locally) for winning a number of awards.
On the other hand, the article is clearly a piece of fan rantage as it is and definitely needs a cleanup; I'm tagging it as such. Let's give it a chance and see if it can be reorganized and rewritten better.
