The following are some possible improvements to this article, with appropriate references below:

To include at the beginning of the third paragraph:

In 1930, Frank was selected for the post of City Engineer and County Surveyor to the London County Council, and for nine years, his role included drainage and sewage improvements, housing developments, and bridge construction such as the demolition and reconstruction of the Waterloo Bridge.[1]

To include the name of the rapid response team in the third paragraph:

He is credited with having organized and put to action "rapid response" teams, called the Thames Flood Prevention Emergency Repairs unit[2] who...
