One former U.S. Army Special Forces NCO who worked directly with Colonel Steele stated, "James J. Steele was one of the most respected military leaders of his time. In El Salvador he was ahead of the times by approving and supporting several national level programs that not only broke new assistance ground but had a significant impact on insurgent capabilities.
