Yeah, I know there isn't evidence in the text, but the whole sentence does not make sense. Pavelić was in no condition to oppose Mussolini by himself. Obviously he was in control of a relatively insignificant state, but also one that at the time had nothing like an army, and was a new state with zero influence. Not only was Pavelić's movement supported, housed, and financed by Mussolini in the inter-war period, but he was actually in control of the NDH solely due to Mussolini's influence on Hitler. The image Image:Map of ndh.jpg is used in this article under a claim of fair use, but it does not have an adequate explanation for why it meets the requirements for such images when used here. In particular, for each page the image is used on, it must have an explanation linking to that page which explains why it needs to be used on that page. Please check
