I am prepared to justify a claim that the article falls under the general guidelines of notable individuals , but it requires cleanup in order to comply with Wikipedia's content policies, a neutral point of view and meets the general guidelines for article submission for notable individuals ,(September 2014).My proof that Cabinet Defense Minister,Teodoras Daukantas (1864-1960) is of Lithuanian origin of the Independent Republic of Lithuania and meets the general guidelines for inclusion for notable individuals via primary, secondary or tertiary sources .A valid Teodoras Daukantas Image (jpg) must be uploaded to the contributing article header page .I need help validating an image source for Teodoras Daukantas.jpg for uploading to the Wiki Media creative commons page without fear of copyright infringement.

Teodoras Daukantas (September 20, 1884 in St. Petersburg, Russian Empire – March 10, 1960 in Buenos Aires, Argentina) was a Lithuanian military officer who served as Lithuanian Minister of Defense. In 1903–1918, Daukantas served in the Imperial Russian Navy. He attended Naval Training School at St. Petersburg (1903–1906). In 1911–1914, Daukantas attended High Naval Training School at St. Petersburg from which he graduated with a Silver Star in Naval Tactics Training.In 1913, he published " The Defense of Abu-Alaud " and in 1916, "Essays on Naval Tactics". Later he published the articles "The Defense of Coasts", "The War on Rivers". He published the books The South of Brazil and Our Way to Vilnius.After World War I, Daukantas returned to Lithuania in 1922. He was head of education section of the Senior Officers Academy in Kaunas until 1924. Twice, in 1924–1925 and 1927–1928, he served as the Lithuanian Minister of Defense. In between serving as the Lithuanian Minister of Defense, he was the Chief of the General Staff of the Lithuanian Army. In his diary for 1927, American diplomat Robert Heingartner who served in Lithuania recorded that "Colonel Daukantas is said to be so powerful in the army that no government could last a day without his support." [1] In 1928, he was promoted to brigadier general (in 1936, he was changed to lieutenant general).He was Lithuanian Consul General in Rio de Janeiro (1932–1935) and Minister Plenipotentiary of South America (1936–1939). On October 20, 1932, Daukantas co-signed a Treaty # 3542 with Carlos Saavedra Lamas under the League of European Nations which insured a convention or treaty between the Argentine Republic and the Independent Republic of Lithuania concerning reciprocity with respect to the payment of compensation for industrial accidents signed at Buenos Aires on October 20, 1932. Daukantas was a Member of the States Council, Chargé d'Affaires for Argentina, Brazil, Paraguay, and Uruguay, (1930 -1935). In 1941 Daukantas was arrested, imprisoned, and tortured during the Soviet rule of Lithuania, and persecuted by the Nazi German Gestapo in 1942-1944 during their occupation. He was liberated at the beginning of the German–Soviet War, moved to Germany until 1949, and then to Argentina. He remained in Buenos Aires, Argentina until his death in 1960. His remains were reburied in Karmėlava, Lithuania in 1997.

Thank you for critiquing the Teodoras Daukantasarticle. I came away from your critique a better educated and informed person.I would like your help in refining key elements that you felt were lacking.

point #1. Your critique that notability is not much of an issue here;that cabinet-level officials usually are notable,and that finding sources will be a challenge is quite true.The letter by Daukantas is locatable in repository as a "Deed of Gift" at the United States Holocaust Memorial,http://www.ushmm.org/. Just type in the surname:Daukantas in the Khristallnacht field.

point #1. Since sources for Wikipedia must be independently verifiable, the locatable article sits in repository as a "Deed of Gift" with a verifiable accession number ,http://collections.ushmm.org/search/catalog/irn36877 .

point #3. I will make a concerted effort to find meaningful coverage of Daukantas in contemporary newspaper sources, modern history textbooks, etc; that might discuss him better still.

I'm not quite sure I understand this help request. We have a live article, Teodoras Daukantas, and a draft, Wikipedia talk:Articles for creation/Teodoras Daukantas. The latter is pretty much of a mess, in much worse shape than the live article, which in turn is pretty similar to the version on this talk page, except the talk page version seems to have lost all formatting. So the live article seems to be the version in best shape, and it's the one that should be further improved. Notability is not much of an issue here; cabinet-level officials usually are notable, and while finding sources will be something of a challenge, I don't doubt they exist. However, the Word .doc files you provide are useless as references. Sources for Wikipedia must be independently verifiable. There's no telling where that letter by Daukantas came from, and while I expect the treaty will be contained in some public archive, you did not provide enough information to locate it. Even if you had, that treaty does not provide meaningful coverage of Daukantas. Contemporary newspapers will be much better sources, modern history textbooks that discuss him better still.
The content of the Wikipedia article should in turn follow what reliable independent sources have reported about Daukantas. For example, whether the coverage of his time in prison should be extended thus depends on whether or not reliable sources discuss that aspect of his biography in greater detail. I see that on September 14th, you left a message on my talk page about the Teodoras Daukantas article. But instead of putting it at the bottom of the page, you left it near the top of the page, under the title "January", and I did not notice it until today.

I don't understand quite what you were asking. But I have one comment. When someone says that you have "a close connection with the subject" of an article, they do not intend it as praise. They intend it as warning. You should not be contributing to an article if you are closely connected with its subject. See Wikipedia:Conflict of interest.
