Copy of email sent to ARBCOM in relation to sockpuppet debacle

Hi,

First off, my username on WP is Russavia and is in relation to user FayssalF

It is with regret that I am bringing this case to ARBCOM. I want it to be known that I hold no grudge against FayssalF but feel that for the best interests of the overall project that I have to bring this request here. As this involves one of your own, I know there is going to be a desire to write off anything I may have to say, and possibly use the filing of this report against myself in another report I will be filing and directly related to this. I do hope that members of ARBCOM can view this without bias.

I was blocked by User:Moreschi due to alleged harrassment of another editor. What brought this accusation of harrassment up was due to:

After a two week block which I received (and will be addressing separately), Fayssal proceeded to do a check-user on myself and User:Miyokan which he announced here:

An admin, User:Tiptoety then proceeded to indef block both myself and Miyokan on case of being sockpuppets (Miyokan as being one of my socks).

I attempted to have this sockpuppet block removed on account of providing my IP address in an open fora, so that editors/admins could see that I was in Perth (Western Australia), whereas Miyokan was in Nizhniy Novgorod (Russia). These attempts were denied due to the check-user that had been performed by Fayssal. A check-user which he himself confirmed the results of in that thread above. I proceeded to send an email to Miyokan (for only the 3rd time that I can remember we have ever had a direct discussion) in order to talk to him about this. In the meantime, Fayssal had posted a message to my talk page which in effect stated that Miyokan being in Nizhniy Novgorod is not the case, and that I should know this as both Russavia and Miyokan are in Australia.

When discussing with Miyokan not long after I sent the email, I found out that he was in fact located not in Nizhniy Novgorod, but in Adelaide (South Australia). After that, I then became aware of the message Fayssal left on my TP; and I responded to the effect that the results of the check-user should be revealed, as I know I am in Perth, and I know that Miyokan is in Adelaide (but did not mention Miyokan's location due to privacy).

Luckily, and thankfully, I was able to convince Miyokan to place his IP on his talk page, with a note to say it is for my use. I then posted both IPs on my talk page, and provided the relevant links to check them (www.network-tools.com and www.geohacks.com) and that would reveal that we are not in the same location, and hence not the same user.

Fayssal said that he tried but was getting timeout messages and would look again. Whilst all of this is happening, discussions is still going on at the Admin noticeboard, and nothing short of Wikimurder was going on - a fact I pointed out to Fayssal at the time.

Eventually Fayssal came back and confirmed that what was being said all along my myself was in fact the truth. He placed a notice on my talk page with an apology. This and my response can be found at:

I responded to this stating that the apology would be wholeheartedly accepted once a similar apology was made to Miyokan, as the community has already dealt with his previous use of two accounts - which stopped immediately when he was alerted to it being a no-no. And I stand by the comments there. And yes, I am still willing to accept the apology so long as Miyokan also receives the same apology, as both of our accounts were unneedlessly dragged thru the mud, and if the accusation can be made jointly, then so should the apology.

That's the background. Now here's the problem.

What has occurred here is a total breakdown in admins doing check-users or the check-user system itself is horribly flawed and needs to fixed. This does not take into account our totally different style, completely different editing subjects, with little or no interaction, etc - this episode should be directly mentioned at WP:DUCK as a prime example as to why WP:DUCK is inherrently flawed.

Consider this one question. If I was not able to convince Miyokan to reveal his IP, where would we be at now? That is the question that needs to be considered in conjunction with the fact that a Geo-IP check is a simple operation, an internet novice is able to do it. How is it that Fayssal was not able to immediately determine upon doing a check-user that both Miyokan and myself are located in opposite sides of the country. Either that system has failed Fayssal or Fayssal has failed the system; its one of the two. I do believe that whatever the breakdown, that Fayssal was somewhat rash in putting 2 and 2 together, except he reached 5 instead of the expected result, and that this sole judge, jury and executioner system is fraught with danger.

And my Irpen's concerns mirror my own. Who? What? How?

I would like this to be investigated and for the community to be advised as to what has caused this breakdown.

If it was the "fault" of the check-user system that you use, then obviously that needs to be looked at and rectified asap.

If it was the "fault" of Fayssal, then I would expect some type of sanction against himself. As I mentioned on my talk page, I believe a revocation of check-user rights would be in order. However, whilst I believe Fayssal made some rash decisions and comments, that he is sincerely sorry that this occurred, so I would ask that any such revocation be kept to a minimum; a few days at most; obviously with some further reinforcement on how to use the systems that you use.

I'm not a prick as can be plainly seen, and I hold no ill-will against Fayssal, and I hope nor he against me.

I would ask ARBCOM to consider this email and revert back to me if anything else is required from me and/or to advise me of an outcome.

The above email was sent to Arbcom on 17 September. Now some 3 days later, I have yet to hear a word from Arbcom, and an email sent asking for a simple recognition of receipt of the email, 24 hours after the initial email was sent, also lays unanswered. --Russavia Dialogue Stalk me 08:19, 20 September 2008 (UTC)

Terminated destinations list

I just changed the style of Malaysia Airlines terminated destinations list and made it according to wikipedia format, but an editor connected with that article sent me a notice saying it was unconstructive edit and is being reverted, I thought this style format was created after reaching conclusion by all editors to give airline articles a uniform look, then why has that editor not adhereing to the format.203.81.205.132 (talk) 17:28, 25 September 2008 (UTC)

Hi Kransky, I haven't forgotten to reply to you, nor was I ignoring you, just had some more important things happening. In regards to that article, I honestly wouldn't keep going with the article how it is at the moment, as the logos in use aren't free use, but rather fair use, which severely restricts their use outside of articles which aren't on the airline itself. Airline branding is of course an industry of its own and could be quite a notable topic and good article, the only thing that needs to be looked at is available material and article structure. I am currently diverting away from general aviation articles for some time, so I wouldn't be in the position to help with that for the time being. Perhaps ask over at WP:AIRLINES and ask for suggestions there, but again, honestly, I would say that you PROD the article as it is now, as it doesn't comply with fair use of the logos. In regards to the portal, this isn't going to be merged, it's only the various sub-pages which will be (or already have been) merged. Refer to Wikipedia talk:WikiProject Russia/Proposal for my info/discussion. What is FL? To your question as to why I oppose NATO...I could write 4 or 5 talk pages on why I am anti-NATO...but in a few sentences...it's a relic from the Cold War whose only purpose was to surround and contain Russia...it's purpose hasn't changed today from that era. Not etnic slur...

Laksom was not mend as an ethnic slur but as a joke (although it is a bad joke). Still think that Putinisms isn't a bad article. Although it could loose a lot of it's content an a clear scope. It's nice that you start to like Yulyu, but I can't say the same about your political favo's. M-Y, I'm not going to really get involved in personal opinions on this and that in this reply to you, I am merely going to concentrate on "Laksom". Whether that was made as a joke or not, I don't know, we only have your word on that, so I will take it as you say it was offered. First off, just know that I am not Russian and do not live in Russia; so the "Moskal" comment was a bit like an unsuccesful hunting shot. However, one thing I will not condone is people using loaded terms which have racist undertones. Whilst it may be used as a joke, we both know that Moskal is a derogatory term for Russians in Poland, Belarus and Ukraine. The same way that khokhol is a degoratory term used by Russians for Ukrainians. With my Ukrainian friends I can call them khokhol and malorussians, and can quip to them when they say that they want to move to Australia that I can't understand why, when we don't have salo down here. Just as with my Russian friends I can call them Moskal, in the most viciously humourous way, and one guy I know from Chukotka will even exchange the obvious jokes with him. And I will take equal schtick from them in regards to my apparent love of sheep f***ing, and a host of other barbs I sometimes wish I never shared with them. And no-one takes offence, because we are mates and we know where we all stand. So whilst we may be able to use such terms in private between friends, when out in public, particularly when it can be taken the way in which it was taken, it is best not to use such terms. I didn't know 'Moskal' is a big insult, it seems quite harmless to me, 'Little goat' seems more insulting. Anyhow it was really late when I made those remarks. Could have know better maybe but didn't cause my Ukrainian friends never use the word. As you can see my best friend is from Крим and I don't have anything against Russians. He's also restarted everyone's favorite edit war over at Singapore Airlines fleet. To be honest, as I mentioned on Ryan's talk page, I have got better ways to spend my time, as in trying to reinvigorate WP:RUSSIA, than to waste my time dealing with Huaiwei. Mark my words, regardless of any consensus which may be reached on that RfM, he is going to ignore it, as he has done so on every previous occasion. That is how he operates. Get rid of the collapsible groups now.

Hello my name is Citno. I am a Wikipedia user. I want you to please remove the collapsible groups on Foreign relations of Russia. I think that this is not a good method at all. I have seen how in Foreign relations of the United States and Foreign relations of Canada templates don't use the collapsible groups. I need you to remove these groups because a template which deals with the Foreign relations of a country doesn't need collapsible groups. As a result, I am asking you to remove this so that it will be alot better for me to see it. I have trouble always trying to click either a section on Asia or Africa. So please Russavia get rid of only the collapsible groups only so that I can see and read the template Foreign relations of Russia better. Enver Halilović

Greetings, according to this, it would not be relevant proof of apointing mr Halilović as ambassador in Russia. It says only that he together with some other bosnian ambassadors visit some factories in Bosnia. But I think according to this reference, mr Halilović is no more ambassador in Russia, since June 27th 2008, no mentioned who is on his post now.--CERminator (talk) 09:26, 7 October 2008 (UTC)

Copyright of images

I know we haven't always been best of friend on wikipedia but still I'm asking you for some tips. I've read (here User talk:Alex Bakharev#Question on copyright of images) that you succeded in persuading the Presidential Administration of Russia to release the Kremlin.ru images with free licenses and managed to make Medvedev's spokesperson to fax the permissions for kremlin.ru to WMF. First, thanks for that. I will write an e-mail (soon) too http://www.tymoshenko.com.ua and want to persuade them too release there images with free licenses too (I already know the procedure). Where haven't we been best of friends? Just because I personally think Putin/Medvedev are doing what is in the best long-term interests of Russia and its people, doesn't mean we can't be 'friends'. I have placed a copy of the letter which I wrote to the Presidential Press and Information Office at User:Russavia/letter. A copy of their response is at commons:Image:Kremlin authorisation-English.pdf (in English) and commons:Image:Kremlin authorisation-Russian.pdf (in Russian). With the Kremlin, it should be noted that on their website they already state basically what we needed, the only thing we really needed from them was clarification as to the usage. As Natalya Aleksandrovna notes in her response, CC is not within the statutes of RF law, however, they agree with the spirit of CC licencing and hence agreed to allow us to use their materials with attribution. But the process is still the same I believe. In my mind, any request should have the following:
  • An explanation of who you are and what your interest is
  • An explanation of the licences with links
  • An explanation of why it is imperative that we have ability to use materials (this is the most important part!! Don't make it sound like you are demanding anything, but explain in intimate detail, if needed, why you need to be able to use their materials)

I guess that is basically all that is required, except for the usual niceties that one would expect in such a letter. If you want to contact me to have a look over your letter before you send it, go ahead and do so. Also, I would suggest instead of sending an email to a generic email, find out the names and contact (fax preferred) of her media representatives and send it to them directly via fax (which is what I did). Bad news, I'm afraid. All those bulk moves you made, they need to be reverted. Not only did these moves break the whole structure on which the whole project dealing with the political/municipal/administrative structures of Russia, they are actually against the naming convention. Hey Blofeld, thanks for changing the sizes for me, I was going to do them as I progressed thru adding the stubs. The Bhutanese tourism and Druk Air articles will take a back seat for a little bit whilst we try and reinvigorate WP:RUSSIA. I understand. Nice job on setting those templates up. As I was just saying to Ezhiki, the best thing is to create categories for each of the oblast stubs and completely empty regional stubs. Howeve rmany of them as yet ar enot viable. The best thing would be to create a list of mssing locations by oblast whether they are rural settlements, districts , rivers, mountains or lakes so we can work together at stubbing them to make seperate categories viable. This is not really cool and you both should be aware that this is not proper Wikipedia behaviour. We are supposed to reach consensus and not to "team up" with other Wikipedia friends to push our own agenda. I can also contact all my friends but I have not done because I do have faith in the process. Please adhere to it. And please do not remove this thread, since if you do that will be the strongest evidence against you.

New page on list of Indian Ambassadors to Russia

I don't think there is any need to create a new page, because apart from the names, there is no other content for such a page. The list is better placed within the article about Embassy of India in Moscow because this is a list of people who have headed Indian diplomatic missions in Moscow.

Also, I had made a mistake (now corrected) in calling it the list of Indian Ambassadors to Russia - because it includes names of Indian Ambassadors to USSR! The two are obviously different political entities.

I was going to contact you, but you beat me to it. The embassy articles are primarily on the building, added in with notable information on the functions of the mission throughout its history. The lists of ambassadors, such as Ambassador of India to Russia, are meant as stand alone as part of the series on bilateral relations between two countries. Russia and the Soviet Union having close ties to India since its independence means that postings of Indian ambassadors to Russia and the USSR was a highly regarded posting within the Indian civil service, and there would be notable information on the position of Ambassador of India to Russia which can be included as part of the list. At the moment the lists are basic, but if you look at User:Russavia/RusAmb (a work still being worked on by myself at the moment), with proper formatting and additional information added to the lists, and with prose added to the list, they can be quite good stand alone lists, and wouldn't be surprised if they could some day reach featured list status. Of course, we don't have a deadline in place on WP, so whenever people can get these done is fine. If you want to collaborate on developing the standalone ambassador list, I would be open to that. --Russavia Dialogue Stalk me 05:07, 25 October 2008 (UTC)

Речь идёт о том, что Вы расписали содержание одной резолюции (последней). И это - вместо указания на то, что подобных резолюций ДО войны в ЮО было очень много. Каждый год несколько принимали, и Россия за них голосовала. Я не думаю, что статья выиграла от такой Вашей правки. Несведущий читатель мало чего будет понимать. Например, почему провозглашение было в 1992 году, а резолюция появилась только в 2008? Почему постоянный член совбеза Россия несмотря на резолюцию-2008 в том же 2008 признала независимость A&SO? То есть текст стал намного менее информативен (при этом размер его только увеличился). If you are talking about this edit, the edit was made for several reasons. Firstly, the resolution did not explicitly state that both Abkhazia and South Ossetia should considered parts of Georgia, as the resolution itself was on the issue of Abkhazia only. What the resolution did state what exactly what was written - that ALL UN member states recognise the sovereignty, independence and territorial integrity of Georgia, and that ALL UN members states resolve themselves to resolving issues only by peaceful means. Everything needs to be put into context on WP, rather than blanket posting of statements which offer little explanation of what the reality is. Nevertheless, the entire article needs to be redone in prose, rather than blanket posting of quotes resulting in a quotefarm. --Russavia Dialogue Stalk me 13:55, 30 October 2008 (UTC)

I am not the editor who introduced all of this into the article. I am striving for NPOV on everything I do, however, some editors wanted to introduce into the lead that A & SO should be considered part of Georgia, hence what was placed. However, I have changed it to state the complete sentence, in that the UN member states recognise territorial integrity of Georgia, within the confines of the Georgia-Abkhazia conflict, and also expect all sides to solve the issue by peaceful means only. It is not good to cut quotes down only to show one POV; it is best to show the complete quotation, and we then let readers make up their own minds. As such, I won't be changing it myself, and I will challenge the validity of cutting down quotes in order to only allow a shallow POV to shine through, whilst disregarding the entire context. A link to the UN resolutions on Abkhazia has also been provided, in order for readers to be able to see what previous resolutions have been passed in regards to Abkhazia at the UN, which is part of your concern above. --Russavia Dialogue Stalk me 16:49, 30 October 2008 (UTC)

More Kosovo articles to delete

Hello, Russavia. What do you think about nominating more "Country X-Kosovo relations" articles for deletion? In my opinion, Kosovo–Liberia relations, Kosovo–Peru relations, Kosovo–Malaysia relations, Estonia–Kosovo relations, Finland–Kosovo relations, Ireland–Kosovo relations, Kosovo–Latvia relations, Kosovo–Lithuania relations, Kosovo–Luxembourg relations, Kosovo–Malta relations, Kosovo–Norway relations, Kosovo–Poland relations, Kosovo–Portugal relations, and Kosovo–Sweden relations should all be nominated for deletion. None of these nations have embassies in Kosovo. None of these articles have anything other than "So-and-so recognized Kosovo on blah blah blah". Would you nominate these for deletion please?
