Ski jumping at the 2018 Winter Olympics – Qualification

There is a bit of a problem there that I sought out help for, and received none. The issue is that according to the rules South Korea should not have been allowed to compete in the team event (rules, specifically section 'D' under "host country places" it says, "In order for a team to participate in the Men’s Team competition, the host must have earned the required four (4) quota places within the maximum total quota, and the athletes are eligible according to C.1.") According to the FIS, and the IOC, they did not qualify four male ski jumpers. I have been unable to find an explanation which addresses this. What seems to have happened is that the FIS expected there to be twelve teams, there were only eleven, so they allowed two extra unqualified athletes to compete for the host (only for the team event).
