Representing more than one tier 2 or 3 nation

With an abundance of players located in Australia, England, and New Zealand, it is common for players in these countries to pledge their allegiance to a developing national team if not selected for the aforementioned tier 1 nations.[a] It is less common, however, for players to change their allegiance between tier 2/3 nations.

  1. ^ For example, Australian-raised Willie Mason represented his Tongan heritage at the 2000 World Cup during the early years of his professional career before changing his allegiance to Australia, while Fiji-born, Australian-raised Petero Civoniceva represented Australia throughout his career before representing Fiji after his retirement from the NRL.
  2. ^ Olari represented the Commonwealth of Independent States, a combined team representing former Soviet Union states, in 1992 on their tour of South Africa. The CIS team was succeeded by a standalone Russian national team the following year, which Olari later represented at the 2000 World Cup.
