Notability edit
Notability (WP:GNG, WP:Notability (academics)) is unclear. There are two places where he may be notable:
- Importance of the paper he wrote
- Role during World War II. Since he was listed as a government official and diplomat, I wonder if he was part of the British Intelligence -- or was part of a team to engage the US in the war.
