How is it Used?

There is nothing in this article to say how the database is used. From reading the article it sounds like terrorist's names are compiled for no reason. I would imagine the database is checked from national ports to check on the where-abouts of the terrorists. Please confirm. NinjaKid 09:28, 24 March 2007 (UTC)

The primary purpose of the watchlist (like the primary purpose of most of today's surveillance of ordinary citizens), seems to be to hamper anyone who criticizes the administration.

Criteria for inclusion

This Techdirt post and its sources may be of some use: US Has A 'Secret Exception' To Reasonable Suspicion For Putting People On The No Fly List. The main things to extract are:

• The TSDB has a "reasonable suspicion" criteria for inclusion.
• The TSDB has a secret exception to this criteria.
