This article is in desperate need of cleanup. Additionally, the last few paragraphs are devoted entirely to the subject's brother and should either be split into a separate article (William Roll (diplomat), perhaps) if he meets Wikipedia's general notability guidelines or have any information not directly relevant to this article's subject deleted if he does not.
