Normally, articles require multiple independent reliable sources to demonstrate notability, such as professionally published newspapers, books or magazines. Looking into specific military notability guidelines, being in a "top-level military command position" does qualify. All article content about living persons must be supported by a reliable source, however. I see that the material in the article currently is, because you plagiarized the source you cited.
