His birth year is listed as 1843 in the 沖縄歴史人名事典。 I don't know which source might be more reliable... Also, what's the story with his name? Is it Naoyoshi or Naoakira? The 人名事典 says Naoyoshi, but George Kerr's "Okinawa: The History of an Island People" refers to him as Naoakira. This site lists them as separate people. I'll keep looking in my other books. - Problem is he was born in "December" of Tenpo 14. Tenpo 14 was mostly 1843, but at that point, it was 1844 by the western calendar; so some people would understandably just look at Tenpo 14 first without more closely investigating the intricacies of the difference between the calendars. As far as the name reading goes, I was confused too, but I just went with what the ja-wiki used.

- I'm afraid I'm getting an error message, and can't call up the photo. I believe (but don't quote me on it) that the key number is 70 years since the death of the artist (or photographer in this case). Considering that Naoyoshi himself has now been dead for nearly 100 years, you're probably safe, but the other really key element is the question of where the image is coming from - if the photo comes from a museum, exhibition, scanned from a book, or the like, then the more recent copyright (i.e. the publication year of the book, or the year the museum photographed the original photograph) applies.
