First of all, there is nothing in your request which needs an administrator: any experienced user could have answered.
The message you refer to was placed by Visik on 5 December 2011. There are certain sections of the article which have no footnotes, and presumably that was what Visik was referring to. However, if that was what was meant, then {{Unreferenced section}} would have been a more appropriate template to use.The answer to your question about how to remove it is to edit the page and remove {{more footnotes|date=December 2011}}.
