What does "The Court did not stay the execution because it held that Congress but enact legislation in order for international law to apply" mean? It seems that some words may have been accidentally deleted. --Ohconfucius ¡digame! 06:15, 26 July 2011 (UTC)Reply

Neutrallity Tag - POV

There are a couple of issues. First, the case presents only Garcia's arguments and does not present any of the arguments of the State of Texas.
