How is the 1949 in-pectore appointment arrived at? Pope Pius XII held only 2 consistories (1946 and 1953) during his pontificate, and he stuck to the maximum of 70 cardinals (not exceeded until the pontificate of his immediate successor, Pope John XXIII).
