Down-payment grants edit

I've removed some of the discussion about Revenue Ruling 2006-27. Firstly, the ruling most certainly did not label the programs as "scams". That word was used only by a web site that reported the ruling (the citation to which I also removed). And second, the ruling did not identify any particular companies.
