EE has been publishing overviews of its history for a while. For one useful example, [1] features] lists official exchange rates between the Soviet rouble and some car prices at the date of 6 September1989 and 13 September1989; the first issue of EE comes from 22 September1989.
Note how the official rates were only set once per week. Not long afterwards, reputable newspapers set out to print *daily* currency exchange rates, and persisted on that for more than a decade. ΔιγουρενΕμπρος!22:29, 27 March 2009 (UTC)Reply
