Meji Restoration section edit

In the Meji Restoration section under History the following is .... impossible to follow with several errors, both grammatical and factual. However I have no access to the citation. Could someone with access to the citation (A modern concept of childhood, Modern Childhood: The Nation-State, the School, and 19th-Century Globalization," Journal of Social History, Summer 2005, Vol. 38 Issue 4, pp 965-985) edit this section to make sense?

What it currently says: "In order to aid in the modernization the country, the Meiji government built a public library in 1872. The Japan Library Association (or the JLA) was founded in 1892 to promote the library.
