In contrast with Lu Zhi, who had entered the bureaucracy through the examination and wanted to preserve the examination system on the basis of "fairness", Du did not consider the examination system as promoting capable people (a view shared by many). Du wanted senior officials to recommend capable people from among the excess of already-existing officials (as was done in the Han dynasty), whose offices Du wanted to eliminate to cut down on expenses. He believed that this would help to advance people of talent and virtue that were otherwise neglected; if the recommendation was false, the sponsor could be criminally charged. He paraphases Shang Yang on the need for changing with the times.
However, Lu still agreed that the recommendation system should have a part in placement, so that in reality both have a similar view on the role of the Imperium. Other reformers simply wanted to change the examination's subjects, the more prominent view.[1]
