Talk:K League decentralization policy

Please do not rollback to the old document which is lack of citations edit

  1. Title : The correct title of this article must be 'Complete Region-base Policy' in K League because that is the official title of the policy. On the page 178 of K League 30th Anniversary[1], the official book from K League mentioned "Region-base Policy Implemented" ahead of 1996 K League Season. Also Korea Football Association website's page on K League history, it says in 1996, K League implemented its 'Complete Region-base Policy' which is a complemented policy of previous 'Region-base Policy'".[2]
  2. Citations : Too many sentences are without citations. The parts must be deleted as there is no citation are as below - basically most part of the article.
    1. KFA and Korea Professional Football League officials were impressed with the J-League's disapproval of using National Olympic Stadium (Tokyo) and,
    2. they were looking to implement a similar policy in the K-League
    3. This warranted the construction of a soccer-specific stadium in Seoul.
    4. While the KFA and Korea Professional Football League wanted to spread football fever to the provinces - I see the references from official K League 30th Anniversary book, the website and KFA website are consistently mentioning as K League's motivation to implement 'Complete Region-base Policy'.
    5. This did not go down well with the affected clubs, which did not want to recognize the K-League's decentralization policy.
    6. Eventually, it necessitated the Korean government issuing an eviction order to the three clubs - the first reference is in breach of copyright law, as the editor linked to a private blog which taken photo of 'Best Eleven' magazine in South Korea. See Wikipedia:Citing_sources#When_not_to_cite.
    7. However, the government did guarantee that if the clubs built a soccer-specific stadium in Seoul, they could have a Seoul franchise and return to the city.
    8. Anyang LG Cheetahs were allowed to return to Seoul and the new Seoul World Cup Stadium at the cost of a small share of the construction fees (which turned out to be 15 billion wons, or at that time 15 million USD - the 4th reference doesn't contain any of 15 billion wons nor they are allowed to move to Seoul. The article says "Anyang LG is the first club which officially states its intention to move to Seoul while the city of Seoul is seeking the tenant among the existing professional clubs.서울시가 기존 프로구단을 대상으로 연고지 이전 공모를 하고 있는 가운데 서울입성을 공식적으로 밝힌 것은 안양 LG가 처음이다.".
    9. The league expanded by three teams by 2004 to fill the vacant stadiums with the Korean military owned Gwangju Sangmu and municipally owned Daegu FC and Incheon United. Bucheon SK finally moved from the Seoul Capital Area to the last remaining vacant football stadium for FIFA World Cup, Jeju World Cup Stadium, in 2006.
  3. Structure : The article structure is too plain. 3 clubs affected by 'Complete Region-base Policy' in 1996, therefore 3 different sub-titles will be useful to add the details.

Hope you understand.

Decentralization policy in K LeagueK League Complete Region-based Policy – As above reasons, I moved the page with the requested name but the page name has been modified with no talk at all. Hereby I request this document to be renamed as 'K League Complete Region-based Policy' and protected from the further vandalism.
Statistically, searching in Naver News Library[1].[3], which is a Digital archive of 4 major news papers in South Korea: Kyunghyang Shinmun, The Dong-a Ilbo, Maeil Business Newspaper, and The Hankyoreh, 'Decentralization policy in K League'프로축구 서울 공동화 정책 or partial search has 0 result. Meanwhile, K League Region-based Policy프로축구 지역연고제 or K League Complete Region-based Policy프로축구 완전지역연고제 show 47 results.[2] Out of 47 results, The 1996 implementation of the policy which this document is describing - moving of 3 professional football clubs out of Seoul is covered up in 1996.[3] The quote "Also K League let the teams in Seoul to move out, LG decided to choose among Changwon, Daejeon or Anyang, Ilhwa will confirm after 16th of March."[4]

  • Totly Oppose Term-K League Complete Region-based Policy is konglish by direct translation from the Korean word-완전지역연고제. K League front office also don't use Term-K League Complete Region-based Policy in English K League article. K League Complete Region-based Policy is a kind of korean style franchise system name.

But this article is about relocation policy of 3 football clubs based in Seoul. Focus on relocation all 3 clubs in Seoul to other cities by force. Not about K League's overall franchise system. Therefore K League Complete Region-based Policy is not suitable for this article title.

And Kingkenny also requested moving of Korean Wikipedia. From Decentralization policy in K League(서울연고공동화정책) to K League Complete Region-based Polic(완전지역연고제). But He agreed to keep artilce name - Decentralization policy in K League(서울연고공동화정책) in Korean Wikipedia

Finaly, Term-Decentralization policy in K League much more notable and this term was used in FIFA News before the creating of this article and frequntley used in English K League Books. But Term-K League Complete Region-based Policy was created by Kingkenny1967 in order to move title of this article just 1 day ago.

It's awkward that there is NO document in 1990s mentioning 'Decentralization Policy' AT ALL and K League didn't use the term in K League 30th Anniversary for the description of Seoul clubs moving out in 1996, but K League used the term ONLY ONCE on 307 page in the same book - the FC Seoul page, therefore it is a correct name. Policy attribute - Compulsary v Voluntary edit

There is a person who is trying to put 'compulsory' title to the main sentence. This is not a compulsory policy - K League 30th Annivesary. Seoul, South Korea: K League. 2013. p. 178. ISBN 9788996317845 said "3 clubs agreed". After the agreement, there are turmoils but the agreement was made among KFA and 3 Seoul clubs. Kingkenny1967 (talk) 02:12, 12 March 2017 (UTC)Reply

K League 30th Annivesary BOOK 307P-Direct discription of this policy, said This policy was done by K League and South Korean Government and By this policy, 3 clubs are relocated. There isn't any description of club's voluntary will and agreement. Key point is that This policy was invented and implemented by K League and South Korean Government.

Please don't misunderstood. Agreement that you mentioned is just to accept execution of compulsory relocation order. Not mean that 3 clubs wanted to relocate spontaneously. 3 clubs had disobeyed policy in 1995. Therefore, South Korean Goverment ordered compulsory relocation again in 1995 October

Overally, This policy was definately compulsy. If you're right. Why did South Korean Govorment order relocaiton again?

Also There are reliable references about compulsory policy.

(1) Korean Sports News Pape: Sports Seoul said
(2) The Sports Business in The Pacific Rim: Economics and Policy said - K League also established decentralization, which forced all three clubs in Seoul to move to other cities. https://books.google.co.kr/books?id=9gYjBQAAQBAJ&pg=PA64&lpg=PA64&dq=Decentralization+policy+in+K+League&source=bl&ots=-kxcsNMN84&sig=goZvvBmgcO0RZUuXDI3JIm1QmCk&hl=ko&sa=X&ved=0ahUKEwioo4yi0avSAhVBkpQKHUdxBzoQ6AEIMzAE#v=onepage&q=Decentralization%20policy%20in%20K%20League&f=false

Generally Professaional sports team relocation are done by sports teams' free will. But this relocation was done by K League and South Korean Government will. This is very important point of this article and compulsory or compell, forced - These words are key word of this article.

If you want to remove word compulsory or compell, force. Prove that Overally, 3 clubs were relocated voluntarily with reference. I can't find any reference which 3 clubs moved out voluntarily like Los Angeles Rams relocation Footwiks (talk)

"It is known that K League have been directly given the guideline of moving the 3 teams in Seoul from Blue House and they delivered the determination of the Blue House to these clubs."
"These 3 teams in Seoul - Ilhwa, Yukong and LG are all agreed to move out from Seoul as per the decision from K League committee's 1st meeting in Feb this year, but still they didn't project any certain transfer plan. Even some of them have been eyesores as they publicly reverted to their stance to stay in Seoul."

Reply:[1]All these 3 clubs have been the part of K League committee who agreed to execute this policy.
It's in line with their own decision, as per below links.

The 'resistance' could be coming AFTER the agreement, but there is no deny about the agreement itself. The 3 teams had never shown the deny against the agreement itself. Kingkenny1967 (talk) 14:15, 12 March 2017 (UTC)Reply

No, No, In this case, Agreement is not important. According to below article, K League Front Officie said, If 3 clubs don't agree the decision, We force them out of K League, Send in agreement and relocation plan document to K League Front Office.

Do you know Comfort women? Comfort women's actions also had nominal agreement including contract document. Using your logic, Their actions are not compulsory, Are their actions voluntarily? Therefore, Do you want to remove word forced in this article? Comfort women were women and girls forced into sexual slavery by the Imperial Japanese Army in occupied territories before and during World War

About compulsory policy, There are more reliable and detaild sources from third party press with neutral point of view.

Your references's time is in 1994. It's meaningless. The 3 teams shown the deny against relocation decision. (Please make a signature)

(1) October 1995, Yukong said, If we move out from Seoul forcibly, We can dissolve the club.

Comment I don't get it that why it is 'meaningless' that 1994 article. I see it as from 1994, 3 clubs in Seoul had been regarding moving out Seoul. Early 1996, they agreed to move but after the agreement, Yukong was reluctant to execute the agreement. LG joined them. AND KFA and Korean government forced them to keep their agreement. Is it oppressive? LOL When you breach your contact and didn't execute as per the agreement, and the law enforcement make you to do it - you don't call it oppressive. It's you who made the troubles. Kingkenny1967 (talk) 12:16, 13 March 2017 (UTC)Reply
July 1994, K Leageu was planing to move out 3 clubs. From this time, 3 clubs were under pressure. It's definatly oppressive. LOL~ All people and company can break agreement and contract. If you made employment contract, Can't you resign? Once made employment contract, Do you work like slave in all whole life?

Footwiks (talk) 14:44, 13 March 2017 (UTC)Reply

Please present references that support your opinion. There are many references that support this policy is compulsory neutrally, Many reliable sources conclude. This policy was Compulsory. Please read newspaper (1), (2), (3), (4) again.

Where are your referecnes?? Footwiks (talk)

Then what do you mean by saying "After you win the discussion" in the edit comments? These articles are talking about after the agreement. None of them saying the agreement was not made or the clubs forced to made the agreement. Kingkenny1967 (talk) 12:50, 13 March 2017 (UTC)Reply
Comment: DO NOT remove the agreement part and put 'compulsory' in the main sentence. I am warning you. Kingkenny1967 (talk) 12:29, 13 March 2017 (UTC)Reply
Comment: Hey you can't even make gramatically correct sentences in English. If you want to change descriptions, I suggest mediation. Do you agree with it? Kingkenny1967 (talk) 12:47, 13 March 2017 (UTC)Reply
Comment: Per WP:NPOV, we should avoid using words like "forced" etc., especially in the lead section; however, it needs to be mentioned in the article that the clubs didnt agree with reloaction and resisted, but avoid words like forced and compulsory, even if the government actually kicked them out of the city. Snowflake91 (talk) 13:23, 13 March 2017 (UTC)Reply
Comment These articles are talking about compulsory relocation by Goverment and K League. Not gernerall relocation by club or team's free will like Saint Luis Rams => LA Rams. As I told you before, Nominal agreement is not important in this Policy. Comfort Women's action had also nominal agreement, Besides Comport Women received salary. Using your logic, Their actions are not compulsory, Are their actions voluntarily? 3 Clubs agreed relocation unavoidably in January 1996,

Because South Korean Government issued relocation order and K League announced that They will be excluded from the K League in October 1995. Actually, The 3 clubs were forced to surrender. Therefore, After comprehensive evaluation of this policy, Many South korean newspaper and English Books with Neutral point of view inculde force, compell, compulsory. If the agreement is very important part of this policy, So 3 Clubs moved out voluntarily. Why did south korean newspaper article include word Compulsory, Forced, Compell? Where is newspaper article which focus on agreement and spontaneity? If you want to remove compulsy, I don't want to spend time to wordplay. Present newspapers articles which focus on agreement and spontaneity? Footwiks (talk)

Reply First of all, K League committee, who wrote the agreement of moving clubs out of Seoul, is inclusive of the chief of these three Seoul clubs. Therefore, the decision of the committee reflected the opinions of these affected clubs.
Ref 1.
Secondly, these three clubs were considering to move out from Seoul voluntarily as per below citation. The subject of 'considering move out from Seoul' of this articles are Ilhwa, Yukong and LG.
Ref 2.
Then, on 13 Feb 1995, K League Committee which is inclusive of the Chief Executives from all 3 Seoul clubs, announced that these 3 clubs will move out of Seoul on 1 Jan 1996, leaving Seoul as 'Joint Area for all 8 clubs'.
Ref 3.
And then all the turmoils you have mentioned were followed.
Further to that, it is obvious that 공동화 means 'making it joint area' due to mentioning 8 clubs - 8개구단공동지역. If it means 'emptying' 공동화, they can't put '8 clubs' in front of it.

In 1994, KPFL(Korean Professional Football League) announced they had a plan to relocate about LG, Yukong, Ilhwa based in Seoul.[10]

In same year, KPFL announced they had a plan to implement this policy by force if three clubs based in Seoul didn't select their hometown. It meant Seoul clubs didn't have their right of choice.[11]

This policy was supported by Blue House. In 1995, Blue House gave KPFL guidelines about relocating three clubs from Seoul to another city. Finally, Seoul clubs had no choice but to relocate another city because Blue House's guidelines is very powerful. So they couldn't refuse this compulsory policy. [12]

I'd like to give a question to everyone. Do you think three clubs based in Seoul relocated voluntarily or compulsory from Seoul where it's the biggest and capital city in South Korea to another city such as Anyang, Bucheon, Cheonan where it's a satellite city of Seoul? For reference, because of dissatisfaction about their past hometown, LG relocated from Chungcheong to Seoul voluntarily in 1990 and Yukong relocated from Incheon/Gyeonggi to Seoul voluntarily in 1991. Meanwhile, Ilhwa selected Seoul in 1989 when they founded. From a common sense point of view, this policy's attribute is compulsory.[13] [14] [15] [16] Rodrigo 0000 (talk) 07:47, 14 March 2017 (UTC)Reply

Comment: I have been expecting you, Rodrigo a.k.a. 'the Seoul Pair' with footwiki. You guys ruined the same document in Korean Wikipedia by Original Research(WP:NOR) under the belief of some doctrine that FC Seoul was compelled from Seoul and they fairly returned to Seoul. I think no matter what happened, they deceited the people in Anyang and that's why FC Seoul is the most hatred team in the league. Therefore it doesn't matter for me whether they 'forced out' or not - it matters that you guys are making Original Research and spreading your theaories over the web.
Nevertheless, let's get back to the point. No matter what you think, the first reference you cited indicates that LG, Yukong and Ilhwa have been part of the committee since back in 1994. The committee decided to move the teams out of the city.
Your 1st ref(Ref No.10 of this doc) have you read the other part of the article? ‘’The 3 clubs including Ilhwa, who didn’t set their city home, will set up their base city by the end of this year. Ilhwa is regarding Seongnam, Yukong is regarding Bucheon and LG is regarding Seoul or Suwon to set their base city 일화는 성남, 유공은 부천, LG는 서울 또는 수원을 연고도시로 검토하고 있다’’ – which means ‘they are regarding’ to set up a home in some other cities than Seoul. It’s not forced.
Your 2nd ref(Ref No.11 of this doc), is written in December 1995. About a year later since the decision is made. The Blue house is forced them to follow the agreement.
Your rest refs(Ref No.12-15 of this doc) are just saying these 3 clubs are Seoul clubs beforehand. I know.
You need to proof below
1. ‘’K League announced that We are planing to pass this policy by the majority vote.’’ Citations?
This is Rreferences in Februay 1996. Before the meeting.<ref>프로축구 지역연고제</ ref>
2. ‘’I'd like to give a question to everyone.’’ Could I regard it as you don’t have the proof or proper citations but people’s guess to support your theory, correct?

Reply to Kingkenny Your conclusion was Wikipedia:No original research and your articles are meaningess and not suitible references about this discussion. Your reference also announced that K League committee move out 3 clubs to another cities. K Leauge committee include Yokong, Ilhwa, LG. But This does not mean that 3 clubs agree to relocate from Seoul. Because the relocation discision can pass with the majority vote. Before meeting of K League representatives in Februay 1995, K League Front Office chief announced that We are planing to pass this policy by the majority vote. Because 3 clubs still want to stay Seoul and we can't wait more <ref>지역연고지 매듭짓겠다</ ref>

According to your reference 1. K Leageu Commitee had 10 delegate. 3 clubs delegate want to stay Seoul vs Other 7 delegate want 3 clubs to move out Seoul. In your reference 3 about result of meeting of representatives in Februay 1995, There isn't the sentences that 3 clubs exaclty agree to relocation decision. Just This article announced that relocation decision was passed.

Do you really think that Decision was passed = 3 clubs agree? This is Wikipedia:No original research

From July 1994, K League Front office carrid forward a 3 clus relocation plan. In your reference 2, November 1994, Considering to move out of 3 clubs! What does it matter? This was just preparing for K League relocation plan.

December 1994, There was meeting of representatives. Beforre the this meating, K League announced that we will pass the dicision and We will forcibly assign new franchise of 3 clubs. But In this meeting, 3 clubs still opposed all the way. Decision was not passed.

Therefore, Februay 1995, Again, Meeting of representatives was held in order to pass the relocaion decision. And to conclude, In December 1994, 3 clubs definatley still want to stay Seoul. In November 1994, 3 club's Considering to move out don't have any meaning.

Do you really think that Only Considering in 1994 November = 3 Clubs Voluntary Relocation? This is Wikipedia:No original research

Finally, Don't present each articles during 1994-1995. Your articles don't have comprehensive evaluation.

Please present newspaper articles like my reference. From 2009 ~ 2014, In many recent press which gave major coverage about this policy, It has reported that this policy was compulsory. In many recent press which gave major coverage about this policy, I can't find your opinion which 3 clubs relocatied volutarily

I have something to tell English wikipedia users. Kingkenny opionion was exploded in Korean wikipedia discussion. [4]

Comment: I don't understand.
Your theory 1: ‘’’1. K Leageu Commitee had 10 delegate. 3 clubs delegate want to stay Seoul vs Other 7 delegate want 3 clubs to move out Seoul.’’’ Where is the reference?
Your theory 2: For the ‘’’일화.유공.LG도 서울을 탈피,수도권 도시를 새 연고지로 변경을 검토하고 있다.’’’ part – If you can read and understand Korean, it means Ilhwa, Yukong and LG are the subject of the sentence.
Your theory 3: So you are saying ‘3 clubs considering to move out from Seoul’ means nothing but your reference means something true? Why mines are not? The references I used are complying with reliable source standard.
Compulsory Enforcement : Yes, of course. Because these 3 clubs didn’t follow the agreement they made as a part of K League Committee.

Policy attribute - Compulsory v Voluntary: Arrangement edit

I made a mediation request for your guys. Please sign up in the following link. Wikipedia:Requests for mediation/Decentralization policy in K League Kingkenny1967 (talk) 11:10, 14 March 2017 (UTC)Reply

Comment Primary issues by Kingkenny: Should the document describe the policy was compulsory/forced without the agreement from the 3 clubs?, or the agreement was made and the implementation was forced?

Firstly, Let's set Primary issues and arrange final opinion.

Do you change your opinion? You insisted that 3 clubs agreed implementation of relocation decision. Therefore, This policy's attribute was voluntary overally.
Your Requriement: Totally remove word - compulosy, forced, compell in this article.

What is your current exact point and what do you want? I don't understand primary issues that you stated in the Wikipedia:Requests for mediation/Decentralization policy in K League Now, Do you insist that this policy is partly compulsory? Let me know your exact point of opinion~

Fookwiks Arrangement edit

(1) Background In order to understand this policy and dispute of discussion, I arranged background knowledge about South Korean Professional Football at that time. There were 3 football clubs in Seoul - Ilhwa (1989-1995, LG (1990-1995), Yukong (1991-1995). As you know, Operation of Professional Sports League and Clubs is business to gain profit. Therefore Big Market Franchise is very important. To choose or relocate of franchise is club's right. Generally, Professional club's Relocations are done by club's free will and reasons are for club's interest.

Seoul is the capital and biggest city in South Korea. Population is ten million. Especially, In 1990s, Football facilities were very poor in South Korea. There are stadiums with night facilites in Only 5-6 Major cities including Seoul, Busan, Daegu and so on. (For reference, 3 clubs were relocated in 1996, Ilhwa used Oryong Stadium which had no night facilities in new franchsie - Cheonan by 2000. Yukong decided the new franchise - Bucheon. But There isn't stadium. Therefore Yukong stayed in Seoul by 2000, LG also decided the new franchise - Anyang. But There isn't night facility, Therefore LG stayed in Seoul by 1996)

Commonsensically, 3 clubs don' have any reasons to leave Seoul Voluntarily. If so, Why did 3 clubs relocate from Seoul to other small cities?

At that time, South Korea was bidding for 2002 FIFA World Cup and competed for Japan. Japan's J League was very popular during 1993~1994. On the other hand, K League was not popular. South Korea Goverment judged that low K League popularity is weak point of attracting 2002 FIFA World Cup (For reference, 2002 FIFA Word Cup bidding Decision Day was June 1, 1996) Korea Football Association made a discision to imitate the J League System including Franchise System to improve K League's Popularity. (For reference, In 1993~1995, J League didn't have Capital City - Toyko Clubs.)

In summary, For Success of attracting the 2002 World Cup, KFA and South Korea Government and South Korean Press belived that 3 clubs's relocation they demand sacrifice of 3 clubs. Even, KFA and South Korea Government didn't have plan to compensate 3 clubs forgive of Seoul franchise. 3 Clubs were under increasing pressure to relocate.

(2) Let me check the fact: From July 1994 ~ February 1995

According to the newspaper articles at that time, There are references in upper paragraph, If you need, I'll attach

  • From July 1994, K League committee launched and announced that we carried forward a relocation plan of 3 clubs in based Seoul.
  • After this announce, 3 clubs serching for new candidate franchise for preparation of compulsory relocation.
  • In December 1994, K League Committee Meeting, K League will forcibly assign new franchise of 3 clubs. But In this meeting, 3 clubs still opposed all the way. Therefore, Relocation decision was not passed and postponed the decision next meeting
  • In Februay 1995, K League Committee Meeting, Relocation decision was just passed. We can't confirm that 3 clubs agree or disagree actually. Because Newspaper article don't have sufficint information. (ex: unanimity, 3 club's oppositions and so on were not mentioned.

Before this meeting, K League announced, If 3 clubs still oppose and can't come to an agreement with 3 clubs smoothly, K League will make a decision by majority vote and K League can pass relocation decision by majority vote.
Because K League Committee had 10 representatives. Representatives of 3 Clubs: stay vote vs 7 representatives: move out vote

In conclusion, Kingkenny's Opinion - Meeting in Februay 1995, 3 clubs agreed the relocation desision is Wikipedia:No original research. Also Opinion - Meeting in Februay 1995, 3 clubs didn't agree is Wikipedia:No original research
But In my personal opinion, Seoul is capital of South Korea and best big market in South Korea. Including 3 clubs, All Professional Sports clubs want Seoul Franchise.
Commonsensically, Possiblity of disagree is more than agree

Finaly, Only fact is Relocation decision was just passed in Meeting at February 1995

1995 ~ April 1996

  • In October 1995, Yukong warned K League that they will dissolve the club if we actually relocated from seoul to other cities by decision.
  • In November 1995, South Korean President Blue House issued relocation order. Because 3 clubs objected the relocation and South Korean Football can't solve the relocation problem internally.
  • In November 1995, K League also announced that if the clubs don't accept the decision, they will be excluded from the K League.
  • In December 1995, Still 3 clubs didn't agree on implementaion of decision
  • In January 1996, 3 clubs agreed on implemention of relocation decision. then many city governments hoped to attract these clubs.

(3) The point in dispute Kingkenny insisted that 3 clubs relocated from Seoul to other cities voluntarily. Because they agreed on implemention of relocation decision. But In my opinion, In the context of this policy. Agree on implemention of relocation decision is not important part. Because this agree was made under pressure of K League and South Korea.

In the recent newspapers articles about this policy, I can't find the newspaper article which focus on agreement and voluntariness of 3 clubs about this policy Also Kingkenny didn't present the newspaper article which focus on agreement and voluntariness of 3 clubs about this policy in the recent newspapers articles about this policy, Only Kingkenny presented the newspaper articles which 3 clubs agreed during 1994~1996.

A: A club really don't want to relocate. But Agreement of relocation was made under pressure B: A club really want to do relocate. Agreement of relocation was made by freewill.

Both club made agreement of relocation. But Do you think that this is same case?

Figuratively speaking, Someone was sacked by forcibly at the company, After resignation order from company, He really want to work at the company in succession. But Anyway He signed and agree the resignation paper, Using Kingkenny logic. Someone signed resignation paper. Finally, He resigned voluntarily. Do you think that this logic is natural?

Another case, Comfort Women's action had also nominal agreement, Besides Comport Women received salary. Using Kingkenny logic, Their actions are not compulsory, Are their actions voluntary? So Don't we use word force, compell in the Comfort Women article?

Yes, At last, 3 clubs agreed on implementaion of relocation decision in January 1996 unavoidably, But Before they agree, They definatley want to stay Seoul constantly. Even if, South Korean President relocation order and K League's warining - They will be excluded from the K League.

We have to judge by subtantianl attriute not by nominal attriubtte and evaluate this policy overally. After comprehensive assessment, This policy's attribute is definatley compulsory no voluntary.

Most importantly, From 2009 ~ 2014, In many recent reliable press which gave major coverage about this policy, It has reported briefly and clearly that this policy was compulsory

But Kingkenny's all sources don't have the conclusion sentences that this policy was voluntary briefly and clearly. Especially, He don't have recent sources. We have to understand kingkenny's inference from each articles during 1994~1995. This is close to Wikipedia:No original research.

Please Go to the South korean version, ko:서울 연고 공동화 정책. This article is vast. There are a lot of references. After creation of article, Always, South korean version stated that This policy was compulsory policy. Surely, By discussion and with relaible sources, Absolutely, Consensus came to compulsory policy.

We have to rely on summarized conclusion sentences from reliable sources which include key point and policy's overall attribute briefly and clearly We need not to infer from each articles. According to the Wikipedia Rules: We can describe the sentences based on Wikipedia:Identifying reliable sources

My Final Opinion: Agree on implementaion of relocaion decision was nominal. Because 3 clubs wanted to stay and resisted the decision By December 1995. .But South Korean President - Blue House and K League forced to accept implementaion of relocaion decision. The 3 clubs were forced to surrender. Therefore. This policy's attribute was compulsory overally. Of course, In the prosess, I also acknowledge that there was agreement. Though agreement was nominal.

My Requriement: We have to use word - compulosy, forced, compell in this article. in order to forward the fact of this policy. To use these words is not violation of neutrality.

Why does this policy have compulsory attribute not voluntary?

Sorry for my poor English. I hope that Native English users understand my point of opinion.

Summarized conclusion sentences which represented compulsary attribule of policy from reliable sources

@Footwiks:First of all, please 'agree' to put it to mediation. Put 'agree' under Parties' agreement to mediation in Wikipedia:Requests for mediation/Decentralization policy in K League.
You don't understand. My argument is, the agreement is made with these 3 clubs to move out from Seoul. But they didn't do it well and said the other word publicly. There were turmoils and Korean government issue a guideline to K League about to the move, but nobody know what the guideline it was. To the Wikipedia document, you can't write a description of something you don't know.

"In February, K League Committee resolved to Seoul teams need to move out from Seoul if they can't secure soccer-specific stadium, but it's not clear whether the resolution will be accomplished or not as the clubs in Seoul are showing rejection to the resolution."
"Yukong is planning to use Mokdong stadium as home stadium from the next season and stood firm to stay in Seoul, on the Ilhwa side they refuse to move out from Seoul with a plan to continuously use Dongdaemun Stadium as their home next year."
"LG joined them, saying 'As two other(Seoul) teams declared to stay in Seoul, we can not be the only one to leave'. So K League sent letters to ask for the plan of moving out from Seoul, with setting up a internal policy that if the clubs don't leave Seoul by the end of this year, they can't participate to K League next season."

"According to K League, LG is negotiating with Anyang, Ilhwa is with Seongnam, Gwacheon and Pyeongtaek, Yukong is with Incheon, and some of them already confirmed their choice. But these 3 clubs can't let it go, keep watching on each other and defer the announcement(of the new home)."
and they started to move from Jan 4 1996.
+ Adding to that, Seoul is 공동지역Joint Area so they have games in Seoul in 1996. http://newslibrary.naver.com/viewer/index.nhn?articleId=1996091200329116001&editNo=40&printCount=1&publishDate=1996-09-12&officeId=00032&pageNo=16&printNo=15880&publishType=00010

Significant grammar issues throughout the article edit

Nearly the entire article is full of incorrect English grammar (and occasionally incorrect vocabulary as well). It seems that there has been significant disagreement in the past as to which terms should or shouldn't be in the article, so I don't want to just change vocabulary and grammar that may be relevant to that dispute. Since most of the sources used as citations are in Korean, we may need editors with a high degree of fluency in both English and Korean to fix the current issues on this article. I don't know whether we need to tag the article or go a different route to getting it fixed, but it definitely does need fixing. MojaveSummit (talk) 06:48, 10 February 2022 (UTC)Reply
