Debbie Goddard is important as she is the coordinator of Center For Inquiry/On Campus and director of African Americans for Humanism, groups which are themselves important enough to be mentioned on Wikipedia, with Center for Inquiry having its own page.

But since you are claiming she is notable, I will remove the speedy and replace it with a PROD, which will give 7 days for you to find reliable sources to establish her notability.
