Proposed merge of Bombardier Ciudad Sahagun into Concarril edit

The page about Bombardier Ciudad Sahagun is basically an extension of the page about Concarril because it focuses on the same facility. The Concarril page should not have been moved, given that there was no discussion, only a proposal by one user – which generated no comments. As I wrote in this edit summary, the article is primarily about a private company that no longer exists, not about a facility. This move should be reverted. A separate article should be written about Bombardier Transportation Mexico, and then most (not all) of the text about Concarril's successor(s) moved/copied to it. Both companies are notable; indeed, Concarril is actually more notable because it was a standalone company, not a subsidiary or division of a much larger international company with the same name, as BTM is.
